Senior Cost Engineer – Offshore Energy Projects | Netherlands Based Role

We are seeking a Senior Cost Engineer to take ownership of cost control across complex offshore oil & gas developments. This is a key position within the project control’s function, responsible for ensuring robust financial governance from early-stage estimating through to execution and close-out.

You will work at the centre of major engineering projects, partnering closely with engineering, procurement, construction, and project management teams to ensure cost transparency, commercial awareness, and strong financial performance across all phases of delivery.

This role is based in the Netherlands and is ideally suited to candidates already in Europe or internationally mobile professionals open to relocation.

Key Responsibilities

  • Lead cost engineering activities across full project lifecycle (concept, FEED, execution, close-out)
  • Develop, review, and maintain detailed cost estimates and control budgets
  • Monitor project expenditure, commitments, forecasts, and cash flow performance
  • Deliver robust cost variance analysis and highlight risks, trends, and opportunities
  • Support monthly reporting cycles including cost reports, forecasts, and KPI tracking
  • Work closely with engineering and procurement teams to ensure accurate cost alignment
  • Challenge project assumptions and drive cost-efficient execution strategies
  • Ensure strong governance across change management, risk, and commercial controls
Required Skills & Experience
  • Strong background in cost engineering or project controls within offshore oil & gas or large-scale engineering projects
  • Proven experience in budgeting, forecasting, cost reporting, and financial control
  • Strong analytical skills with the ability to interpret complex project data
  • Experience working with multidisciplinary EPC/EPCI project teams
  • Solid understanding of contract structures, change control, and risk management
  • Confident communicator with ability to influence senior stakeholders
Nice to Have
  • Experience in offshore EPC/EPCI environments or energy infrastructure projects
  • Familiarity with project execution in operator or major contractor settings
  • AACE, PMP, or equivalent project controls / cost engineering certification
Education
  • Degree in Engineering, Construction Management, Finance, or related discipline
  • 5–10 years’ experience in cost engineering or project controls roles
Additional Information
  • Working Monday to Friday up to 3 days in the office.
  • Visa Support provided however relocation support is not available for this role; however, we welcome applications from candidates who are independently able to relocate.
  • Minimum 12months role
