We are recruiting an experienced Site HSE Manager for a world-class onshore LNG project located at the Afungi site in Northern Mozambique. This is a senior leadership role with full operational ownership of Health, Safety, Environment and Emergency Response across one of the most significant energy developments currently under construction.
Reporting into the site leadership team, you will be a key member of the Site Emergency Management Team and play a central role in delivering the onshore facilities safely through construction and into operations

Purpose of the role:
• Accountable for the safe delivery of the onshore facilities through the construction phase and handover to operations, in line with the approved schedule and cost.
• Coordinate across departments to ensure safe, on-time execution and delivery of a fit-for purpose facility.

Key Responsibilities:
• Champion a strong HSE culture across the Company and EPC Contractor teams, leading by example to inspire safety commitment and drive behavioural change.
• Ensure compliance with all relevant HSE requirements across site works to maintain a healthy and safe working environment.
• Provide operational oversight of HSE, Emergency Response, Environment and Health functions across the site.
• Support the Site Director in overall site management and act as a key member of the Site Emergency Management Team.
• Promptly notify site leadership of accidents and incidents in line with company procedures and participate in incident investigations as required.
• Lead, develop and motivate the site HSE team — fostering teamwork, trust, and professional development.
• Spend significant time in the field to maintain a full understanding of HSE risks and the control measures being implemented.
• Promote company safety standards and Stop Work Authority at every level.
• Prepare and maintain project HSE improvement plans and targets.
• Ensure unsafe acts and conditions are recorded promptly, with corrective and preventive actions tracked through to closure.
• Conduct and document regular inspections of contractor work locations against their health and safety plans and contractual requirements.
• Review company and contractor site-specific procedures and verify that contractors operate to their agreed processes and systems.
• Oversee the monitoring and reporting of contractor HSSE performance and drive continuous improvement.
• Ensure all mandatory training is completed within agreed timescales.
• Ensure periodic review of incidents by site leadership and contractors through the established HSE committee.

Candidate Profile:
• Master’s degree (or equivalent); an advanced degree or recognised professional HSE qualifications are preferred.
• Minimum 15 years’ HSE experience, including at least 5 years at management level.
• Minimum 5 years on large greenfield projects — LNG liquefaction (strong requirement), GTL, petrochemical, refinery, or gas processing / feedstock plants.
• Strong HSE culture and proven safety leadership, with the ability to influence critical decisions.
• Excellent communication and leadership skills, with the ability to develop, motivate and inspire behavioural change across multidisciplinary teams.
• Full understanding of the areas critical to large, complex projects: safety, environment, work organisation, cost, schedule, quality, organisational competence and reputational risk.
