Upstream Offshore HSE Supervisor

The Upstream Offshore HSE Supervisor reports to the Upstream Offshore CSR (hierarchical) on board the vessel that they are assigned and Upstream HSE Manager (functional) and is responsible for the oversight of execution of HSE activities related to the upstream offshore activities (typically but not limited to survey, umbilical, flowlines and pipelay, subsea structures installation, dredging, and backfill vessels; incl COMOPS/ SIMOPS where relevant.
The Contract has a value of circa 1.5 Bn USD and has been awarded in 2019 to a consortium (MTV) composed of Van Oord Offshore (VOO) and TechnipFMC (TFMC). The scope of the infrastructure to be engineered, procured, fabricated and installed under the contract can be summarized as; export pipelines (gas, 22in rigid pipelines), Service line (MEG, 8in and 6in rigid pipelines), rigid jumpers, flexible jumpers, manifolds (and piles), umbilicals, PLETs / ILTs structures (and foundations), sleepers, mattresses, flying leads and flexible pipe jumpers.

The Upstream Offshore HSE Supervisor shall:
• Have a commitment to achieve zero harm, providing support and advice to Company and Contractor on issues, whilst working with stakeholders to
implement strategies that lead to improvements in HSE performance.
• Provide necessary support and assistance to the Offshore Company Site Rep, Company project personnel & Contractor personnel to ensure all Project
HSE Systems, processes and procedures are adhered to in delivering project HSE goals.
• Advise and support Project Delivery Team(s) in assuring Contractor delivery of the HSE Plan and ensure clear and concise reporting to stakeholders.
• Actively collaborate with Contractors HSE representatives to influence behaviours and promote an incident free mind-set.
• Monitor and oversee the HSE aspects of works that are being carried out offshore & nearshore.
• Acquire basic HSE awareness by knowing the One-MAESTRO framework, the TEPMA1 HSE & biodiversity policies, and Golden Rules.
This position is primarily based onboard one of the main installation vessels, on a 4 x 4 rotational basis, however the Upstream Offshore HSE Supervisor is expected to transfer across and provide support to other vessels in the offshore marine spread for specific duties as project need dictates.

Activities
• Monitor Contractor and Subcontractors activities and performance, providing support, advice and guidance required to maintain safe and efficient operations, in line with the Upstream HSE Plan, contractors HSE Plan and contractual obligations.
• Represent Company and advise the Upstream Offshore Company Site Rep onboard, on HSE-related topics during daily meetings.
• Contribute to HAZID’s and other safety studies, audits and reviews, including MoC as required
• Participate in review of Contractors safe systems of work, including HAZID, PTW, Risk Assessment & management techniques & TBT’s.
• Support Contractor in incident investigation and ensure robustness of the entire process.
• Ensure Contractors record and report accurate HSE statistics, and act as focal point for timely and quality HSE reporting to the Project Upstream HSE
Manager onshore
• Support HSE Initiatives and Programs and ensure effective ownership by Contractor to achieve desired results.
• Support HSE assurance activity, ensure audit finding follow up/ progress reports and HSE performance reports are circulated to the appropriate stakeholders.
• Steer and ensure that major risks arising from installation activities are mitigated by robust control measures, in activities such as transportation safety (>400 movements) and heavy lifting with floating cranes (2000T capacity).

Context and environment
• US $20 Billion investment, 17,000-acre LNG facility site that includes private airstrip, marine facilities, and 18 subsea wells - 5-year construction period, delivered utilizing a staff of 1500+ employees and contractors based in Houston, Milan, Paris, Singapore and Mozambique.
• 12.88 MTPA from 2 Initial Trains - 25-year production period
• This major LNG project is a subsea (1,400m) to shore dry gas field development located in the northern part of Mozambique
• The subsea field will be developed via 18 subsea wells, 7-production manifolds, 1-MEG manifold, 3 x 22in trunk lines, a 6in and 8in MEG lines, 18 x10in in-field flowlines, 2 x 4in in-field MEG lines, associated ILTs and PLETs for all pipelines and flowlines, 25 control modules, 4 onshore umbilicals, 2 main tie-back umbilicals, 5 in-field umbilicals, 12 UTA assemblies, 189 electro hydraulic flying leads, 48 x 10” flexible jumpers, rigid jumpers and spools.

Accountabilities
• Management of HSE scope delivery and team during the project execution phase.
• Safe and on time delivery of the HSE scope of work within the onshore & nearshore locations.
• Ensure compliance with Company HSE requirements within all work activities.

Qualifications/Experience required
• Minimum 5 years within the Oil & Gas industry and related HSE experience. With a recognized HSE qualification.
• Ability to participate in HSE Investigations to establish actual Root Causes, roll out learnings and conduct detailed HSE Audits.
• Strong interpersonal skills with capability to train, coach, support and successfully influence at various levels (including contractors).
• Ability to develop effective working relationships with contractors and contractor personnel and progress collaborative problem solving.
• Fluency in the English language and capable to represent the project in front of all stakeholders in a professional and organized manner.
• Current BOSIET and OGUK Medical certification.
