Position Overview
The Business Line Commercial Manager leads all commercial activities throughout the tendering and pre‑award phases for the Data Center division. This role develops pricing strategies, cost databases, and commercial frameworks that ensure competitive, profitable proposals. The Commercial Manager collaborates with engineering, supply chain, project management, and business development to deliver commercially executable tenders, manage risks, and structure offerings aligned with client objectives and the delivery standards. Post‑award support is focused on major variations and strategic commercial negotiations.

The Commercial Manager collaborates with engineering, supply chain, project management, and business development to deliver commercially executable tenders, manage risks, and structure offerings aligned with client objectives and the delivery standards. Post‑award support is focused on major variations and strategic commercial negotiations.
Key Objectives
- Develop and maintain detailed cost and sell‑rate databases for Data Center projects.
- Lead commercial strategy and pricing for all major tenders, protecting margin and win probability.
- Structure competitive, client-aligned proposals grounded in our capabilities.
- Oversee governance processes for commercial reviews, approvals, and risk sign‑off.
- Provide high‑level commercial support for major post‑award negotiations.
Primary Responsibilities
Tender & Commercial Development
- Lead full commercial development of tenders, including cost modeling, pricing structures, contingencies, and commercial risk positioning.
- Build and refine a cost intelligence database covering labor, equipment, logistics, subcontracting, and materials.
- Develop margin strategies and sell‑rate frameworks across regions and project types.
- Conduct market and competitor analyses to enhance proposal differentiation.
- Prepare commercial proposal content: pricing breakdowns, assumptions, exclusions, clarifications.
- Ensure full documentation and traceability of pricing models and commercial assumptions.
- Coordinate internal commercial reviews, pricing approvals, and risk assessments.
- Partner with BD and Proposal teams to build win themes, value propositions, and bid strategies.
- Support complex post‑award matters including major variations, escalations, and client negotiations.
- Work cross‑functionally with stakeholders including engineering, PM, finance, legal, and executive teams.
Expected Experience
- 18–25 years in commercial management, contracts, project finance, or project management for large-scale construction or industrial projects.
- Proven experience managing high‑value commercial portfolios and complex tenders.
- Strong knowledge of project cost structures, risk management, and financial forecasting.
- Senior-level experience with tender strategy, bid evaluation, and negotiating with major clients.
- Data Center / mission‑critical infrastructure experience preferred.
Qualifications
Mandatory
- Bachelor’s degree in Business, Engineering, Quantity Surveying, or
- 20+ years progressive commercial management experience in large-scale projects.
- Contract/Commercial Management certifications (MRICS, CCP, etc.)
- Training in negotiation, risk management, or project finance
- PMP, PBA, Six Sigma, or PROSCI Change Management
Work Environment & Physical Requirements
- Houston‑based office role with periodic travel to project sites or client offices.
- Collaboration with project management, legal, finance, and executives is routine.
- May require extended hours during tender deadlines or commercial cycles.
- Ability to sit for long periods; occasional lifting up to 20 lbs.
