Reports To: Project Commissioning Manager
Role Overview The South Utilities Commissioning Superintendent is responsible for overseeing the pre‑commissioning and commissioning of all Process / Mechanical systems and equipment within the South Utilities Area. The role ensures systems are installed, tested, and certified in accordance with project specifications, contractual requirements, approved procedures, and operational expectations. This position plays a key part in ensuring the facility operates safely, reliably, and efficiently.

The role ensures systems are installed, tested, and certified in accordance with project specifications, contractual requirements, approved procedures, and operational expectations. This position plays a key part in ensuring the facility operates safely, reliably, and efficiently.
Key Responsibilities Commissioning Planning
- Develop comprehensive pre‑commissioning and commissioning plans and procedures for Process / Mechanical systems.
- Define objectives, testing methodologies, and schedules.
- Coordinate with engineering teams and other commissioning disciplines to align activities with overall project timelines.
- Review vendor procedures and subcontractor method statements.
- Supervise vendor and subcontractor testing of process / mechanical systems, including instrumentation, controls, interfaces, interlocks, loop checks, and safety devices.
- Oversee integration tests to ensure safe and correct system operation.
- Drive Mechanical Completion for systems and sub‑systems in line with the project schedule.
- Prepare and/or review Commissioning Test Procedures (CTPs) for Process / Mechanical systems.
- Ensure procedures are detailed, compliant with project standards, and aligned with industry best practice.
- Identify temporary system requirements for pre‑commissioning.
- Plan vendor support, testing schedules, and tool/equipment needs.
- Identify and resolve issues arising during pre‑commissioning and commissioning.
- Work collaboratively with site disciplines to implement corrective actions.
- Prepare Non‑Conformance Reports (NCRs) and manage the resolution process.
- Prepare or review detailed pre‑commissioning and commissioning reports.
- Maintain accurate records of all testing activities, including punch lists, inspection reports, test results, and compliance documents.
- Work closely with the Commissioning Manager, Commissioning Leads, subcontractors, vendors, and engineering teams.
- Communicate findings, progress, and test results to project stakeholders in a clear and timely manner.
- Ensure compliance with all project Health, Safety & Environmental regulations.
- Enforce safety procedures including RAMS, PTW, and LOTO.
- Serve as PTW Approver for subcontractor‑issued permits.
- Participate in final acceptance testing and ensure systems meet all acceptance criteria.
- Support the handover of commissioned systems to the operations team, ensuring complete and accurate documentation is provided.
- Degree in Engineering (Process, Mechanical, or related discipline) or equivalent experience.
- Strong background in Process / Mechanical pre‑commissioning and commissioning.
- Excellent problem‑solving and troubleshooting capabilities.
- Strong organisational, planning, and documentation skills with high attention to detail.
- Effective communication and leadership skills, with the ability to work across multi‑disciplinary teams.
- Client‑focused approach and ability to manage stakeholder expectations professionally.
