- Provide leadership under the direction of PDO (Project Delivery Organization) Taiwan EPC General Manager to plan, organize, and manage construction resources and field activities executed within Taiwan with full responsibility and accountability on construction safety, quality, schedule, and cost.
- Manage and drive construction contractors on construction plans, EHS plans, mobilization plans, etc. and supervise construction contractors for their construction activities to meet committed performance on safety, quality, and schedule.
- Foster effective working relationships across site Operation, contractors, Commissioning, etc. to develop and encourage consistent work practices and functional tools
- This position is a manager role for Taiwan Construction Team. The incumbent is accountable for the management of all aspects of construction engineering across the project types from ASU, middle Electronics Tonnage TN/HPN/VSA/PHG to bulk gases and pipeline. All site construction representatives (site supervisors) and functional construction engineers such as scheduling experts, mechanical superintendent, E&I superintendent, safety superintendent, machinery installation experts, material controllers, etc., will directly report to this job holder.
- Accountabilities of this job holder include competence development for site construction representatives, functional superintendents, and the management to ensure and improve our competitiveness and compliance with all safety requirements, opportunity bidding support, project construction execution support, and oversight as well as key skill assessment, resource planning, and employee career development. Additional specific accountabilities include Product development supporting, implementing value engineering into future construction/pre-commissioning, and working closely with Proposal Development, Project Management and Plant Design Functions, etc.
- The incumbent is expected to be experts on construction management to ensure construction safety, cost in-budget, and schedule on-time through developing more competent internal functional experts and capable site representatives, as well as qualified construction contractors and provide excellent construction services to project execution for the Company
- Overall accountabilities are to make sure the construction meets project defined safety, quality, schedule and cost target and ensure PDO policy, engineering procedures, and working instructions for fully implementation.
Requirements:
- Possess Bachelor or above in engineering major.
- Be sophisticated on managing/supervising mechanical construction, piping erection, crane lifting, etc.
- Have 15~20-year work experience in a similar work environment, i.e. Construction Engineering Industry.
- Demonstrated experience in leading successful teams, in particular, where traditional strategies are challenged to enhance competitiveness.
- Have demonstrated skills in strategic thinking, employee development, resource planning and development.
- Be in depth working knowledge of all of the technologies as well as a comprehensive understanding of key engineering work processes, such as site safety management, construction work process, quality assurance, control system, cost control, change management, and strong skills on schedule control tools operating.
- Have strong influencing skills to effectively manage regional activities.
- Demonstrate a proven ability to clearly communicate technical issues within the company as well as an ability to handle multiple demands.
- Drive for commitments that are essential to successfully fulfill this role.
- Be able to read, write and speak English and Chinese fluently.
