1. Principal Function:
The electrical engineering position is responsible for management of design changes, procurement, implementation and commissioning of plant and infrastructure electrical equipment.

2. Major Duties and Principal Areas:
The engineering role assumes technical authority for GB in said engineering discipline and as such shall provide technical leadership for input, support & approval into the design / engineering, procurement, manufacturing, construction, inspection & testing, installation, commissioning & start-up of the company’s facilities. This also includes supporting other GB departments including Exploitation, Maintenance, HSE etc.

Focus on the successful execution of the projects ensuring that they are on time, within budget and in accordance with; agreed project requirements, company specifications & standards and Algerian Regulatory requirements.

Develop engineering and project scope of works and ensure that all related deliverables are in compliance with the applicable codes, standards, project, statutory and corporate requirements and procedures.

Support the coordination and alignment of discipline interfaces between the project phases and direct the contractors design efforts accordingly taking into account safety, startup, cost and constructability impacts.

Work within a multi-disciplined engineering team and interface with other GB departments.

Fully familiar with relevant design codes and standards.

Understanding of design review, and familiar with all types of FEED and EPC deliverables, equipment, design and construction progress reviews.

Full life cycle experience is essential, right from design basis, FEED and EPC scope preparation and execution, design / safety / operations reviews.

Presenting Field Change Proposals to management for technical and commercial review/approval.

Budgeting and estimating of outline project costs.

Participate in technical bid clarification / evaluation and provide necessary input into vendor / supplier selection.

Input into procurement of equipment and materials and generation of contracts for specific engineering services.

Familiar with factory acceptance testing requirements, procedure development and approval.

Attendance at factory acceptance shall be required as and when the need arises.

Timely resolution of technical queries associated with engineering, procurement and construction.

Review the discipline design calculation reports, system studies, design philosophies, software model input and outputs, drawings, equipment data sheets, data bases, specifications and vendor data; and contribute to effective and timely resolution of technical and engineering issues in consultation with the relevant stakeholders.

Provide technical input and document approval during FEED, detailed engineering, procurement, fabrication, testing, installation, commissioning / start-up stages of the project and monitor the implementation of QA/QC processes, in order to achieve deliverables and facilities that meet project requirements.

Ensure that design integrity is maintained through fabrication through correct handling of site queries and proper application of QA/QC processes.

Support the safety and design reviews in coordination with head discipline engineers and other stakeholders.

Measurement and control of project costs.

Present and explain proposals, reports, and findings to management.

3. Experience and knowledge in the following areas:
  • Familiar with plant electrical layouts and associated drawings and documentation.
  • Troubleshooting and fault finding electrical equipment experience.
  • Working with low, medium and high voltage switchgear and associated equipment.
  • Extensive operational experience.
  • Ensure compliance with regulatory requirements, standards and specifications.
  • ATEX (and COMPEX desirable) compliancy.
  • Electrical protection and controls experience.
  • Electrical safety analysis and design
  • Hazardous area compliance
  • Power generation, system analysis, and protection
  • Power cable / line wiring methods and material selection.
  • Principles of shielding and grounding for power lines and cables.
  • Determining adequacy of equipment ratings / selection (e.g. withstand, interrupting, latching, basic insulation level).
  • Bus transfer schemes that includes automatic transfer scheme, fast transfer, and residual voltage transfer.
  • Design and operation of battery back-up / UPS systems
  • Motor starting methods (e.g. soft start, variable speed)
  • Lighting requirements.
  • Witnessing and acceptance of factory acceptance tests, site acceptance tests, commissioning activities and start-up activities.
  • Ensuring electrical compliance of sub-contractor work.
  • Experience of participation in HAZID and HAZOP technical safety reviews
  • Good understanding of the principles of process safety and functional safety (and associated industry based standards).
  4. Qualifications and Experience Required:
  • Bachelor degree from recognized university in electrical engineering. Diploma considered with sufficient experience.
  • Minimum 8 years of work experience in oil & gas, refining, or petrochemical industry.
  • Strong technical, planning, communication and reporting skills.
  • Familiar with discipline related engineering software.
  • Working knowledge and understanding of relevant industry codes and standards.
  • Must be a self-starter capable of analysing and solving problems within his / her discipline and interfacing with a multi-disciplined engineering team.
  • Good interpersonal skills combined with effective oral and written English candidates preferably have effective oral and written French skills.
  • Able to work on a 28/28 day rotational basis (12 hours per day 7 days per week whilst on shift) in a desert environment where outside temperatures can reach 50º C and transportation to the work location / site is via light fixed winged aircraft.
  • Have a good understanding of industry safety practices and be able to demonstrate general HSE cultural understanding and awareness for Oil & Gas facilities.
