Job Title: Environmental & Regulatory Advisor III
Location: Calgary, Alberta
Length: 8 months (with potential extension)
Rotation: 5 days on / 2 days off
Role Summary
The Environmental/Regulatory Advisor serves as the primary point of contact for all environmental and regulatory matters, providing expert guidance across engineering, procurement, construction, and commissioning activities. The role oversees the development, coordination, and implementation of environmental and regulatory programs to ensure compliance with project requirements, host‑country regulations, and industry best practices. The Advisor supports project teams, contractors, and stakeholders by integrating environmental, socioeconomic, and health considerations into project planning and execution.
 
Key Responsibilities
  • Lead the development and implementation of the project’s Environmental and Social Impact Assessment (ESHIA) and Environmental Management Plan (EMP), working closely with environmental, socioeconomic, and health consultants.
  • Develop and steward the project’s Regulatory Compliance Plan and preliminary environmental management documentation.
  • Support the Safety, Health and Environmental (SHE) Manager in identifying and implementing best practices, lessons learned, and environmental/socioeconomic/health requirements.
  • Secure required project permits, licenses, and approvals; track compliance obligations and approval status.
  • Collaborate with design and execution teams to ensure environmental, socioeconomic, and health requirements are incorporated into engineering and construction plans.
  • Provide input to EPC Invitation to Tender (ITT) packages regarding SHE&S coordination procedures and environmental/regulatory requirements.
  • Support cost and schedule estimates related to regulatory approvals, ESHIA development, EMP implementation, and other environmental deliverables.
  • Recommend mitigation measures for environmental, socioeconomic, and health impacts and oversee their implementation.
  • Work with EPC contractors to develop acceptable environmental and regulatory plans (e.g., EMPs, Waste Management Plans, Spill Response Plans, Socioeconomic Action Plans, Health Plans).
  • Review EPC contractor environmental and regulatory deliverables for completeness and compliance with project requirements.
 
Additional Responsibilities
  • Provide guidance to the Project Team and EPC contractors on regulatory compliance and environmental/socioeconomic/health performance.
  • Develop and implement monitoring procedures for EMP execution and overall E&R performance.
  • Coordinate EMP implementation and monitoring activities with Site Construction Managers and Supervisors.
  • Conduct routine inspections and assessments of contractor work sites for environmental, socioeconomic, and health compliance.
  • Investigate, document, and report compliance initiatives and non‑compliance events.
  • Ensure timely completion and submission of EMP and E&R performance reports for internal and external stakeholders, including government and lenders.
  • Coordinate activities of technical specialists engaged for specific environmental or regulatory tasks.
  • Support special studies, tasks, and reporting related to environmental and regulatory matters.
  • Facilitate communication between field locations and the Project SHE Manager on environmental, socioeconomic, and health topics.
  • Support and participate in training and awareness sessions related to EMP implementation and E&R performance.
 
Qualifications
  • Previous experience in a similar environmental or regulatory advisory role.
  • University degree in Environmental or Natural Sciences, Natural Resource Management, Social Sciences (e.g., anthropology, sociology), Engineering, or a related technical field.
  • Experience in environmental, socioeconomic, or health disciplines, preferably within construction or extractive industry projects.
  • Knowledge of external project financing and host‑country regulatory frameworks is an asset.
  • Strong English communication skills, both written and verbal; familiarity with local languages is an advantage.
  • Strong interpersonal, organizational, and team‑oriented skills with the ability to work collaboratively across diverse project teams.
