The HSE Supervisor ensures that all subcontractor activities for the client are executed safely and in full compliance with client HSE requirements, applicable legislation, and the subcontractor’s internal management systems. The role provides daily field leadership, supports safe work planning, verifies compliance, and acts as the key HSE interface between the subcontractor and the client’s HSE organisation.

Key Responsibilities Site Leadership & Compliance
- Implement the subcontractor’s HSE plan in alignment with the client’s HSE standards and procedures.
- Ensure compliance with Belgian HSE legislation, the client’s safety rules, and the project permit-to-work system.
- Conduct daily site inspections to identify unsafe conditions and behaviours, ensuring timely corrective actions.
- Enforce Life-Saving Rules and intervene immediately when unsafe acts or conditions are observed.
- Review and validate risk assessments, method statements, and job safety analyses before work begins.
- Participate in daily coordination meetings, toolbox talks, and pre‑task briefings to ensure hazards and controls are clearly communicated.
- Verify that high‑risk activities (lifting, confined space entry, hot work, work at height, excavation) meet client requirements.
- Lead incident and near-miss investigations for subcontractor-related events, ensuring root causes and corrective actions are identified.
- Report all incidents and unsafe conditions through the client’s reporting systems within required timeframes.
- Track and close out corrective actions and ensure lessons learned are shared across teams.
- Verify that all subcontractor personnel hold the required training, authorisations, and certifications.
- Deliver or support toolbox talks, safety briefings, and targeted training sessions.
- Coach supervisors and workers on hazard recognition, safe behaviours, and compliance expectations.
- Serve as the primary HSE contact between the subcontractor and the client’s HSE teams.
- Attend coordination meetings, audits, and inspections with client representatives.
- Submit HSE documentation, KPIs, and weekly/monthly reports in line with client requirements.
- Conduct internal HSE inspections and audits to verify compliance with procedures and legal requirements.
- Support client audits and implement resulting action plans.
- Promote continuous improvement initiatives, behavioural safety programmes, and proactive hazard identification.
- Dutch MVK (Middelbare Veiligheidskunde) or Belgian Prevention Advisor Level 2 (Preventieadviseur Niveau 2) — mandatory.
- Recognised HSE qualification in addition to the above (NEBOSH or equivalent is beneficial).
- Minimum 5–7 years’ experience in HSE roles within construction, petrochemical, or heavy industrial projects.
- Demonstrated experience working within EPC or subcontractor environments.
- Strong knowledge of Belgian HSE legislation and EU directives.
- Experience with permit-to-work systems and high‑risk construction activities.
- Ability to communicate effectively with multinational workforces, including English and Dutch proficiency.
- Strong leadership presence in the field.
- Ability to challenge unsafe behaviours constructively.
- Skilled in incident investigation and root cause analysis.
- Proactive, solutions‑oriented mindset.
- Strong organisational and reporting skills.
- Ability to collaborate effectively with the client and other contractors in a complex project environment.
- Compliance with client HSE rules and project requirements.
