Responsibilities:
  • Participate in investment and annual procurement planning.
  • Prepare documentation for approval of investment policies, investment projects, and feasibility study reports.
  • Calculate the financial, economic, and social efficiency of projects.
  • Participate in organizing, appraising, and issuing bidding documents (both online and offline formats).
  • Participate in the evaluation and appraisal of bids/proposals from contractors, and prepare evaluation reports on contractor selection results (both online and offline formats).
  • Negotiate and finalize contracts.
  • Participate in other investment and procurement activities according to the company's procedures.
  • Monitor the progress of investment and procurement projects, including payment and final settlement activities.
  • Consolidate and periodically report on the status of investment and procurement activities as required.
  • Search for, select, and evaluate capable and reputable suppliers and partners.
  • Resolve arising issues.
  • Perform other tasks as assigned by superiors.
Requirements:
  • Bachelor’s degree in Petroleum, Economics, International Trade, or related fields.
  • Fluent in English across all four skills (listening, speaking, reading, writing), with a TOEIC score of 650 or higher.
  • At least 2–3 years of experience in investment, public investment, bidding, and procurement.
  • Experience in preparing and analyzing feasibility study reports and investment reports for investment projects. Proficient in investment efficiency evaluation methods such as NPV, IRR, etc.
  • Thorough understanding of legal regulations related to bidding, including the Law on Bidding and other relevant regulations.
  • Familiar with online/offline bidding procedures, contract negotiation, and supplier management.
  • Project management and progress tracking skills.
  • Ability to work independently and collaboratively in a team.
  • Proficient in office software (Word, Excel, PowerPoint).
  • Honest, meticulous, detail-oriented, and highly responsible in work.
