Position Overview The Project Controls Coordinator II (PCC) is responsible for developing, implementing, and managing project controls processes related to scheduling, cost control, reporting, and change management for Engineering and Construction capital projects. This role supports projects up to $25MM per year with typical durations of one year or less, ranging from routine to mid‑level complexity.
The PCC ensures accuracy, consistency, and quality in all project controls deliverables, integrating cost and scheduling functions into a cohesive project framework. The role requires strong analytical capabilities, excellent communication skills, and the ability to thrive within a matrixed team environment.

Key Responsibilities Project Controls & Planning
- Lead the development and maintenance of the Project Execution Plan.
- Coordinate and integrate cost control and scheduling functions into one unified project controls system.
- Define project controls resource requirements and coordinate resource assignments.
- Prepare, update, and validate project cost deliverables, including:
- Cost Reports
- Cost Variance Analyses
- Cash Flow Reports
- Cash Flow Variance Analyses
- Conduct quality control reviews for completeness and accuracy of all cost‑related documents.
- Support development, maintenance, and ongoing analysis of project schedules.
- Prepare Schedule Reports and Schedule Variance Analyses.
- Ensure schedule and cost data integration for comprehensive project visibility.
- Develop and manage the Project Change Management Procedure.
- Track and report all project changes, ensuring alignment with project controls processes.
- Prepare Monthly Progress Reports reflecting cost, schedule, change, and overall project status.
- Lead coordination of project deliverables for Phase Gate Review meetings in accordance with the 6‑Phase Project Lifecycle.
- Provide feedback to project systems and project controls functional groups regarding new tools, processes, and procedures based on real‑world project experience.
- Bachelor’s degree in Engineering, a related technical discipline, or equivalent industry‑specific project controls experience.
- Minimum 7–10 years of experience in project controls or related roles.
- Proven effectiveness within a matrix organizational structure.
- Strong knowledge of scheduling and cost control practices for pipeline and plant facility projects.
- Familiarity with best practices in project scheduling and cost management.
- Ability to manage multiple tasks with minimal supervision.
- Strong communication and interpersonal skills, with the ability to work effectively within cross‑functional teams.
- Exceptional organizational skills and attention to detail.
- Proficiency in Microsoft Office, especially Microsoft Project and Microsoft Project Server.
