- Develop project plans, including preliminary design, cost estimates, schedules, risk registers and project execution plans for viable projects
- Develop and maintain cost estimating practices and basis; establish industry benchmarks
- Provide project services such as Project Lookbacks, Contingency & Escalation Modeling, CQMS (Construction Quality Management System) session facilitation.
Job Responsibilities
- PROJECT DEVELOPMENT ACTIVITIES SUPPORT BUSINESS NEEDS
- Ensure projects meet business objectives by following the Gating Model and ensuring lessons learned are incorporated
- Lead internal and external partners to define project deliverables, including budgets, integrated schedules, risks and dependencies while meeting the business objectives in cost, schedule, safety, quality, and change management
- Develop and maintain cost estimating practices and basis; establish industry benchmarks
- Manage engineering studies to determine project costs, schedules, and execution strategies.
- PROJECT DESIGN AND PERFORMANCE MEETS OBJECTIVES
- Ensure that assets are constructed and maintained in compliance with regulatory requirements and specifications and operating practices.
- Consult with appropriate team members and stakeholders to establish practical and mutually agreed upon technology, design criteria and asset performance.
- Development of Design Basis Memorandums, provide technical input into development concepts.
- Educate team members and contractors on regulatory and permit requirements.
- Communicate to team members and contractors project design objectives.
- Scrutinize design changes and obtain approval for deviations from Specifications.
- Ensure schedule changes are valid and necessary.
- Manage and report on design & performance variances.
- PROJECT COSTS AND SCHEDULES ARE WITHIN BENCHMARKS FOR THE DEFINED SCOPE
- Facilitate project planning sessions in order to solicit input from departments and incorporate that input into project scope and scope alternatives for estimates
- Scrutinize scope change requests to ensure they are valid, justified, and reasonable.Assess impact to EBITDA, reliability, and operation
- Perform contingency modeling on Class estimates and support the use of the escalation tool
- Monitor AFE activities to within budget and take appropriate action when budgets are expected to overrun.
- PROVIDE TECHNICAL SUPPORT
- Provide technical consultation to team members as required, supporting ongoing operations.
- Maintain knowledge of industry practices and technological advances related to pipeline & gas processing operations.
- Meet with operations representatives on a periodic basis to better understand their support requirements.
- DEVELOP AND MAINTAIN RELATIONSHIPS
- Develop mutually beneficial partnerships with all clients and stakeholders to enable close alignment in meeting strategic objectives
- Incorporate departmental stakeholders' expectations and expert contributions to ensure successful project plans.
Knowledge, Skills, and Experience Required:
- Engineering degree in an applicable discipline, professional engineering designation and eligible for registration in Texas
- Minimum 10 years of experience, in one or more of the following areas; pipeline and oil or gas processing including directly related experience in design, construction and project management.
- Familiarity with labor, safety, environmental regulations, and a working knowledge of U.S. codes and standards for pipelines, hydrocarbon-processing facilities.
- Knowledge of AACE and PMI best practices in estimating and project management is required.
- Excellent leadership, project management, conflict resolution, communication and interpersonal skills.
- Knowledgeable in the use of Microsoft Project.
- Demonstrated leadership, decision-making and negotiating skills as well as excellent communication and presentation skills.
- Motivated, innovative and capable of handling several assignments, managing a diverse range of stakeholders/contractors, and prioritize demands and workload are key competencies.
