Scope of Services – Technical Coordination and Support for Automation and Communication Systems
1. General
Offshore Grid Connection Project
2. Scope of Services
The contractor shall independently provide technical coordination and support services for automation and communication systems within the HVDC project.
Minimum Requirements:
• Master’s degree in Electrical Engineering, Energy Technology, Automation Engineering or similar.
• Several years of proven experience in technical project management or the design, construction, or commissioning of automation and communication systems.
• Experience in offshore, power transmission, or industrial plant construction projects.
• Strong knowledge of automation, communication, and control systems.
• Experience with specifications, standards, and contract documentation.
• Experience supporting FAT, SAT, commissioning, and acceptance testing.
• Good Microsoft Office skills.
• Strong analytical and structured approach.
• Fluent German and English.
• Willingness to travel offshore and to construction sites.
• Teamwork, communication skills, initiative, and assertiveness.
Service Content:
1. Automation and Communication Subproject Management.
2. Technical Planning and Quality Assurance.
3. Interface and Integration Management.
4. Technical Documentation and Acceptance Activities.
5. Technical Project Controlling and Reporting.
7. Technical Standards and Continuous Improvement.
Service Period:
Planned start: 01 September 2026 (latest 01 October 2026).
Planned duration: minimum six months until 01 April 2027, with an optional extension.
Equipment:
The contractor provides required equipment. The client provides a laptop.
Reporting and Documentation:
All deliverables must be fully documented in German and/or English and submitted according to project requirements.
Comparable References:
Up to two completed or ongoing reference projects demonstrating automation/control systems, communication systems, complex infrastructure projects, FAT/SAT, commissioning, acceptance testing, and international project interfaces.
Competence Portfolio:
Qualification levels, experience, and expertise in areas such as IEC 61850, SCADA, industrial communications, FAT/SAT, quality assurance, and technical project management.
Capacity and Language Coverage:
Language capabilities (German and English at B2 level or higher).
Implementation Concept:
Description of approach, contractor responsibilities, deliverables, quality controls, and handover points covering reviews, standards compliance, interfaces, FAT/SAT, commissioning, documentation, reporting, claims management, supplier management, and lessons learned.
Organisation and Service Continuity:
Governance model, responsibilities, deputies, knowledge transfer arrangements, and escalation procedures.
Quality and Information Security:
Evidence of quality management, document control, and information security processes. ISO 9001 and ISO/IEC 27001 certifications or equivalent documented systems are recognised.
