About the Opportunity We are seeking an experienced Contract Advisor, Emergency Management to support the implementation and continuous improvement of emergency management programs within a dynamic industrial environment. This role is ideal for a seasoned emergency management professional with strong leadership capabilities, extensive Incident Command System (ICS) experience, and a background in coordinating emergency response planning, training, and exercises.
The successful candidate will play a key role in supporting regulatory compliance, enhancing emergency preparedness, and ensuring effective response capabilities across operational regions and facilities.

The successful candidate will play a key role in supporting regulatory compliance, enhancing emergency preparedness, and ensuring effective response capabilities across operational regions and facilities.
Key Responsibilities
- Implement and support emergency management program requirements across assigned operational areas.
- Maintain and update Emergency Response Plans (ERPs), emergency response tools, and annual exercise schedules.
- Collaborate with internal stakeholders to ensure consistent emergency management practices and program execution.
- Support regional Incident Management Teams (IMTs) and promote emergency management awareness and preparedness.
- Lead the planning, coordination, and execution of emergency response drills, tabletop exercises, full-scale exercises, and business continuity exercises.
- Work closely with community first responders and external agencies during exercise development and execution.
- Maintain existing Mutual Aid Agreements and identify opportunities to establish new partnerships.
- Assist in the development and enhancement of Business Continuity Programs.
- Ensure compliance with applicable regulatory and industry requirements.
- Support continuous improvement initiatives related to emergency management standards, procedures, and practices.
- High school diploma or equivalent.
- Valid driver's license.
- ICS 100, 200, and 300 certifications.
- Minimum 3 years of experience developing, managing, or contributing to Emergency Response Plans and emergency response exercises.
- Minimum 3 years of experience as an active member of an Incident Management Team.
- Minimum 5 years of combined experience within HAZMAT transportation, petrochemical, pipeline, rail, oil and gas, or similar industrial sectors.
- Working knowledge of applicable regulatory requirements.
- Current H2S Alive certification.
- First Aid certification.
- WHMIS certification.
- Post-secondary education in Emergency Management, Public Safety, Environmental Studies, or a related discipline.
- Fire response and hazardous materials training.
- Spill response training and experience.
- Accredited emergency response exercise design training.
- Leadership training.
- Business Continuity Program development and sustainment experience.
- Experience working with emergency response contractors and consultants.
- Advanced proficiency with Microsoft Office applications.
- Strong understanding of emergency management principles, standards, and regulatory requirements.
- Detailed knowledge of the Incident Command System (ICS) and the ability to perform within multiple ICS functions during incident response.
- Excellent written and verbal communication skills.
- Strong facilitation and presentation skills with confidence speaking to large groups.
- Ability to evaluate, develop, and improve emergency management procedures and programs.
- Strong stakeholder engagement and relationship-building skills.
- Collaborative team player with a continuous improvement mindset.
- Ability to work effectively in both strategic planning and operational response environments.
