- Identify, evaluate, and prequalify potential contractors to ensure compliance with technical, safety, and project standards while maintaining price competitiveness.
- Coordinate and expedite the sourcing process to align with project schedules.
- Negotiate terms, prices, and contracts with contractors to secure the best commercial outcomes while maintaining strong supplier relationships.
- Perform bid evaluations, facilitate negotiations, and provide recommendations for contract awards.
- Prepare procurement plans, Terms of Reference (TOR), tender documents, Letters of Award (LOA), and agreements based on project requirements.
- Administer and manage assigned contract packages throughout the contract lifecycle, including pre-award, post-award, and contract closeout activities.
- Oversee contract execution to ensure compliance with agreed terms, quality standards, technical submittals, and delivery schedules.
- Review contractor progress, deliverables, and technical submissions to ensure accuracy and compliance.
- Prepare quantity take-offs and estimates for construction projects by reviewing and analyzing engineering drawings and project documentation to determine material requirements and specifications using MS Excel and other relevant software tools.
- Review and verify progress payments and invoices for processing.
- Monitor contract performance to ensure adherence to contractual obligations, quality requirements, and delivery timelines.
- Evaluate and reconcile contractor claims, variation orders, and payment requests to confirm accuracy and validity.
- Collaborate with project managers, engineers, and other stakeholders to align procurement and contract activities with overall project objectives and schedules.
- Provide regular updates on contractor performance, project issues, and risks, ensuring transparency and proactive resolution of challenges.
Requirements:
- Bachelor's degree in Mechanical engineer, Electrical engineer, Civil engineering, or related in engineering field.
- Minimum 7 years’ direct experience as a Contract Engineer or Subcontract Engineer, preferably in medium-to-large EPC or EPCm projects within the Oil & Gas, Petrochemical, or Refinery industries.
- Strong negotiation and contract management skills.
- Excellent coordination abilities.
- Thai Speaker and excellence in reading and writing skills
- Good in writing, reading and speaking English.
- Competent in using Microsoft Office Program; Excel, Word, PowerPoint.
