Location: Spring, TX

Pay Rate: $124 per hour
Travel: Approximately 15% (U.S. Gulf Coast)
Position Summary
We are seeking a senior‑level Environmental / Regulatory Advisor III to support large‑scale infrastructure and energy projects within a carbon capture, transportation, and storage portfolio. This role serves as the primary point of contact for environmental and regulatory matters, with a strong focus on wetland and surface permitting along the U.S. Gulf Coast.
The advisor will lead permitting strategies, manage regulatory approvals, and support engineering, procurement, construction, and commissioning activities across multiple projects.

Position Summary
We are seeking a senior‑level Environmental / Regulatory Advisor III to support large‑scale infrastructure and energy projects within a carbon capture, transportation, and storage portfolio. This role serves as the primary point of contact for environmental and regulatory matters, with a strong focus on wetland and surface permitting along the U.S. Gulf Coast.
The advisor will lead permitting strategies, manage regulatory approvals, and support engineering, procurement, construction, and commissioning activities across multiple projects.
Key Responsibilities
- Serve as the environmental and regulatory lead for assigned projects
- Develop, implement, and manage Regulatory Compliance Plans and Environmental Management Plans (EMP)
- Lead wetland and surface permitting activities and develop permitting strategies
- Obtain and manage environmental permits, licenses, and regulatory approvals
- Ensure compliance with U.S. Army Corps of Engineers requirements, the Clean Water Act, and applicable regulations
- Interface with engineering, construction, and EPC teams to integrate environmental requirements into project execution
- Review EPC contractor environmental deliverables (e.g., EMPs, waste and spill response plans)
- Conduct field assessments, inspections, and regulatory compliance monitoring
- Interface with regulators and support internal and external reporting requirements
- Support project safety, health, and environmental leadership on audits, investigations, and training initiatives
Required Qualifications
- Bachelor’s degree in Environmental Science, Engineering, or a related field
- 10+ years of experience in environmental and regulatory compliance for infrastructure or energy projects
- Strong experience with wetland permitting, surface permitting, and regulatory approval processes
- Proficient with U.S. Army Corps of Engineers permitting and Clean Water Act requirements
- Experience reviewing infrastructure and pipeline plans
- Proficient with Microsoft Office and mapping tools (e.g., Google Earth)
- Excellent written and verbal communication skills
Preferred Qualifications
- Direct experience communicating with regulatory agencies
- Experience supporting carbon capture or low‑carbon infrastructure projects
- Familiarity with external project financing requirements
