π About the Role As part of a large-scale industrial construction project in Jubail, we are looking for an Environmental Engineering / HSE Specialist to oversee all environmental compliance activities during construction.
The project involves significant construction equipment, heavy operations, and potential environmental impacts. Your mission will be to supervise, inspect and control contractor activities to ensure full compliance with environmental regulations, project requirements, and international best practices.
This is a key role within the PMT (Project Management Team), working closely with EPC contractors, stakeholders, and JV partners.
π― Key Responsibilities Environmental Compliance & Control
β 10β15 years minimum experience in HSE and environmental roles
β Experience in integrated projects, joint-venture environments, refining, or petrochemical operations
β Solid knowledge of international and regional environmental regulations
β Fluency in English (mandatory)

π― Key Responsibilities Environmental Compliance & Control
- Ensure full compliance with the Construction Environmental Management Plan (CEMP) and related procedures.
- Supervise, inspect, and audit EPC contractors' environmental activities (water, waste, COβ emissions, noise, air quality, chemicals, hazardous materials).
- Review and approve contractorsβ environmental organizations, plans, and procedures.
- Monitor environmental performance and ensure corrective actions are implemented.
- Lead environmental inspection programs and implement mitigation measures when required.
- Establish, update, and monitor the PMT and project COβ emissions balance; propose strategies for emissions reduction.
- Prepare and validate all environmental reports, ensuring timely delivery and accurate data.
- Lead the update of the Environmental Impact Assessment (EIA) and develop continuous improvement programs.
- Support the EPCC package team in reviewing HSE plans, procedures, registers, and management systems.
- Contribute to licensing activities and ensure alignment with project safety studies and close-out requirements.
- Develop environmental survey programs and digital monitoring tools (HMI) for future installations in collaboration with SATORP and Package 04 PMT.
- Ensure compliance with RCER 2015 requirements and support EPC/EPO contractors on regulatory matters.
- Supervise and control all EPC contractors to ensure adherence to environmental requirements approved by the Company, Shareholders, and ECAs.
- Lead and coordinate the work of EPC contractorsβ environmental teams.
