NES Fircroft are currently recruiting a HSE Lead on behalf of our client, a Global name within the agricultural chemical industry.  The role will be based at a world leading International Research Centre at Jealott’s Hill, Bracknell. This is a contract position for an initial 6-month duration. Mon-Fri 36hrs per week.

The HSE Lead will be responsible for overseeing and implementing health, safety, and environmental policies and procedures on a construction project in the UK. The role ensures compliance with UK legislation, CDM Regulations 2015, and environmental regulations, while fostering a proactive safety culture to protect all personnel, subcontractors, and stakeholders on-site.

Role and Responsibilities:
  • Act as the primary point of contact for HSE-related queries on-site and act as a liaison between the HSE team and the principal contractor and other external stakeholders.
  • Provide proactive project HSE management guidance, standards and communication to ensure that the Company’s HSE Management requirements are established and integrated into the overall project lifecycle
  • Champion the project safety culture, behaviours and engagement activities
  • Drive Company HSE commitment across the project to meet HSE goals and targets - Achieve project HSE objectives through contractor management
  • Manage compliance with contractual obligations and UK legal requirements
  • Review/Approve contractor procedures/processes to ensure alignment with company’s HSE requirements: Construction Phase Plan, Site Waste Management Plan, Logistics Plan, etc
  • Establish safe systems of work:  Risk Assessments and Method Statements (RAMS), management of change, permit to work systems and Lock Out Tag Out (LOTO) procedures
  • Identifying, evaluating, and resolving HSE issues during all phases of the Projects
  • Coordination with project teams at all levels and cross functional disciplines for their tasks related to HSE activities
  • Scheduling and conducting project internal HSE evaluations and audits on Contractor’s activities. Issuing Audit Reports, monitoring and administering the closure of action
  • Investigate accidents, incidents, and near-misses, producing detailed reports and implementing corrective actions - communicate the findings and learnings accordingly.
  • Provide regular feedback to HSE and Project team and key stakeholders, including lessons learned.
  • Liaise with regulatory bodies such as the Health and Safety Executive (HSE) and local authorities as required.
  • Lead regular safety inspections and audits to ensure compliance with HSE policies and procedures.
  • Ensure all personnel are inducted and trained on site-specific safety protocols.
  • Develop, implement, and maintain the project-specific Health and Safety Plan in line with UK regulations and company standards.
  • Monitor Contractors and Subcontractors HSE performance and providing monthly reports on performance
  • Ensuring escalation of incidents and delivery of emergency response drills.
  • Establish and implement of safe systems of work processes - risk assessment, permit-to-work, management of change and ensure regulatory compliance across all phases of the project
  • Review, monitoring and reporting of all Construction project activities, from Preconstruction through to Commissioning,
  • Develop and prepare regular HSE performance reports for the HSE/Site Leadership teams, outlining points of concern, areas of improvement, recognition of exemplary application of HSE systems and procedures etc.
  • Identify opportunities for improving safety and environmental practices, implementing best practices and innovations.
  • Deliver toolbox talks, safety briefings, and training sessions to promote a strong safety culture.

Qualifications and Required Experience:
  • NEBOSH National Diploma in Occupational Health and Safety (or equivalent).
  • Microsoft Office applications – Outlook, Word, Excel, PowerPoint, Visio, SharePoint
  • Understanding of UK HSE regulatory requirements for Construction site operations - CDM 2015 regulations, LOLER, WAH, EPA 1990 etc
  • Lead Auditor training (any ISO requirement – 14001 or 45001) 
  • 5 - 7 years’ experience within health, safety and environmental management
  • HSE in construction site management - establishment and day to day running of Construction sites
  • Environmental management qualification (e.g., IEMA or equivalent).
  • Experience with ISO 45001 and ISO 14001 standards.
  • Experience conducting risk assessments, audits, emergency response and incident investigations.
  • Fire Safety/First Aid at Work certification (desirable).
