The VENUS deep offshore Project is a key project as the first Oil & Gas facilities to be installed in Namibian waters with 3,000 m water depth and uncommon reservoir characteristics with a CAPEX > 10 BUSD. 38 wells to be drilled and completed (19 OP and 19 GI) with a DRILLEX > 3 BUSD; out of ~2/3 to be ready before First Oil date.
The Venus Project will be developed with the objectives to maximize economical results by optimizing the reserves, the schedule, reducing the costs and the Greenhouse Gas (GHG) emission, while maintaining the technical quality of the installations, with high H3SE requirements and focus.
Objectives:
The service holder will be responsible for supporting the Project H3SEQ Manager in implementing the Project HSE Management System to ensure the protection of personnel, respect for the environment & safeguarding of the operational assets by working closely with the Project’s packages and Company’s entities. The service is highly transverse, with numerous interactions among which:

Objectives:
The service holder will be responsible for supporting the Project H3SEQ Manager in implementing the Project HSE Management System to ensure the protection of personnel, respect for the environment & safeguarding of the operational assets by working closely with the Project’s packages and Company’s entities. The service is highly transverse, with numerous interactions among which:
- Internal Project: 10 to 30 people, working closely with the Project’s packages and Company’s entities;
- Implement and improve the Project HSE Management System to ensure a safe and environmental-friendly Project execution;
- Develop a strong safety and environmental culture within the team;
- Drive the Project’s team and Contractors towards high level HSE performance;
- Ensure propre HSE reporting and KPIs follow-up;
- Develop systems to lean HSE processes used by the Project teams.
Management, leadership, communication
- Coordinate the definition of HSE objectives and improvement actions; monitor, report and facilitate reviews with management;
- Participate to the improvement of Project HSE MS for the control of HSE risks associated with the Project’s activities;
- Promote the exemplary and visible commitment of management; provide requested coaching to managers ahead of HSE tours;
- Assist the Project Leadership Team in improving the Project’s HSE leadership and culture, orientated towards positive continuous improvements;
- Participate in the requests for communication and awareness raising to enhance the HSE culture;
- Coordinate the planning of joint HSE tours and HSE committee meetings; monitor (findings’ close-out included) and report performances;
- Facilitate Project’s Synergi reviews, PMT HSE committees’ preparation; attend packages’ HSE committee meetings.
- Enhance the environmental culture within the Project’s team;
- Foster and highlight initiatives for emissions' reductions and emissions' compensation during construction & operations;
- Assist HSE Package leads in the preparation and review of HSE Bridging documents;
- Oversee their HSE management in liaison with Project’s Control and packages;
- Identify early arising issues related to HSE, anticipate related risks and proactively prepare and implement mitigations plans in coordination with packages;
- Identify gaps in HSE trainings;
- Organize missing HSE trainings; issue monthly progress reports;
- Deliver Project HSE induction for PMT personnel; ensure Packages specific induction is complying with Project HSE induction.
- Promote robust HSE events management; ensure HSE events are reported as per Project’s procedure;
- Be involved in investigations and ensure their quality; review reports (when not part of the investigation team);
- Ensure lessons learnt are cascaded; promote a learning culture (rather than a sharing culture);
- Ensure the preparation, dissemination of Project’s HSE alerts/REX and good practices towards the Packages;
- Manage the reporting of HSE performances for the Project: data definition, quality control, traceability, analysis and reporting (for both Safety and Environment);
- Coordinate the Project’s HSE reporting (daily, weekly & monthly) in conformity with internal rules, laws and regulations;
- Maintain Synergi database for HSE reporting. Monitor the follow-up of cases and actions;
- Coordinate the planning of HSE audits in liaison with the packages; participate to HSE audits;
- Monitor and report performances (close-out included) of HSE audits.
- Analyse the performances in relation to HSE objectives & improvement plan. Identify the axes and means for improvement;
- Provide packages with advisory services in management and technical aspects;
- Contribute to the development and application of innovative methodology, practices, initiatives, tools and techniques;
