FUNCTION The HSE Manager is responsible for developing, implementing and continuously improving the Health, Safety and Environmental (HSE) management framework across projects, yards and offshore operations. The role ensures that all activities are executed in full compliance with international regulations, industry standards and company policies, while fostering a strong safety culture throughout the organization.
The HSE Manager acts as a key advisor to project management, operations and senior leadership, balancing regulatory compliance with practical, risk-based solutions suited for large construction yards and mega offshore projects.

The role ensures that all activities are executed in full compliance with international regulations, industry standards and company policies, while fostering a strong safety culture throughout the organization.
The HSE Manager acts as a key advisor to project management, operations and senior leadership, balancing regulatory compliance with practical, risk-based solutions suited for large construction yards and mega offshore projects.
Key responsibilities:
- Develop, implement and maintain the company HSE Management System in line with ISO 14001, ISO 45001 and applicable international standards.
- Lead and coordinate HSE activities for large-scale offshore and marine projects, including construction, integration, commissioning and offshore operations
- Provide HSE leadership at major shipyards and fabrication sites (e.g. large international yards), ensuring consistent application of safety standards and procedures.
- Identify, assess and manage HSE risks related to project execution, asset integrity, marine operations and contractor activities.
- Plan and conduct HSE audits, inspections and site visits; monitor compliance and follow up on corrective and preventive actions.
- Interface with clients, regulatory bodies, classification societies and contractors on HSE matters
- Support incident investigations, root cause analyses and the implementation of lessons learned across the organization.
- Promote a strong safety culture through training, awareness programs and leadership engagements
- Report HSE performance, trends and risks to senior management and project leadership.
REQUIREMENTS Education & Experience
- Bachelor’s or Master’s degree in Engineering, Safety, Environmental Science or a related technical discipline.
- Minimum 10 years of relevant HSE experience within offshore, marine or heavy industrial environments.
- Proven experience on large construction yards (e.g. major international shipyards such as Drydocks Dubai or similar) and mega projects is essential.
- Experience with offshore construction, FPSO or complex marine projects is a strong advantage.
- Familiarity with international HSE regulations and industry best practices (IMO, ILO, ISO, client standards).
- Strong knowledge of HSE management systems and international standards (ISO 14001, ISO 45001).
- Solid understanding of risk assessment methodologies (HAZID, HAZOP, JSA, TRA).
- Experience with contractor HSE management in multi-contractor, multicultural environments.
- Ability to interpret technical, operational and safety data and translate it into practical risk controls.
- Strong reporting and communication skills, both written and verbal.
- High level of integrity and authority in safety-related decision-making.
- Pragmatic, hands-on mindset with the ability to operate effectively on site.
- Strong stakeholder management skills across project teams, contractors and senior management.
- Ability to influence and coach teams to improve safety culture, not just compliance.
- Resilient and adaptable, comfortable working in high-pressure, large-scale project environments.
