Role Summary The HSE Supervisor ensures full implementation of Health, Safety, Security, and Environmental (HSSE) standards on a gas project site in Bulgaria. The role oversees daily site safety performance, enforces compliance with Bulgarian HSE legislation, manages documentation, leads incident investigations, and promotes a strong safety culture across all contractors and subcontractors.
1. Site Safety Oversight

1. Site Safety Oversight
- Conduct regular (daily/weekly) site inspections to verify compliance with HSE procedures, PPE use, safe work practices, and equipment condition.
- Identify hazards, unsafe conditions, and non‑conformities; enforce corrective actions and stop work when necessary.
- Ensure welfare facilities and emergency equipment are available and maintained.
- Maintain project‑specific HSSE documentation: RAMS, HSE Plans, Traffic & Waste Management Plans, risk assessments, method statements, permits, and inspection records.
- Collect and review all subcontractor HSE documentation for compliance.
- Ensure alignment with Bulgarian HSE legislation and applicable international standards (e.g., ISO 45001, ISO 14001).
- Lead investigations of accidents, near misses, and environmental incidents; identify root causes and implement corrective actions.
- Support emergency response planning and coordinate drills for fire, gas leaks, and evacuation scenarios.
- Deliver HSE inductions, toolbox talks, and targeted training on gas‑project hazards (hot work, confined spaces, lifting operations, pressure systems).
- Monitor training needs and ensure competency requirements are met for all personnel.
- Promote a zero‑accident culture and encourage proactive reporting of unsafe conditions.
- Oversee waste management, pollution prevention, emissions control, and environmental compliance activities.
- Ensure environmental risks are identified and mitigated during construction and commissioning phases.
- Liaise with site management, contractors, suppliers, and regulatory authorities on HSE matters.
- Prepare daily/weekly/monthly HSE performance reports.
- Knowledge of Bulgarian HSE legislation.
- Certificate as Construction Site Coordinator (per Bulgarian regulations).
- 1–3 years of HSE experience in construction, energy, or industrial projects.
- Experience in oil & gas or energy infrastructure projects.
- University degree in Mechanical, Electrical, or Civil Engineering.
- Familiarity with international standards (OSHA, NEBOSH, ISO 45001/14001).
