Role Summary:
The ITO Logistics Specialist supports the Inquiry-to-Order (ITO) organization by developing logistics strategies, transportation concepts, and cost estimates during the proposal and bidding phase of projects. This role is responsible for preparing budgetary logistics solutions, evaluating transportation feasibility, identifying commercial risks, and supporting proposal development to ensure competitive, executable, and commercially sound logistics offerings.
Working closely with Sales, Tendering, Engineering, Procurement, and the Logistics Strategy team, the ITO Logistics Specialist helps ensure logistics requirements are accurately reflected in customer proposals and successfully transitioned to the project execution team upon contract award.

Essential Responsibilities:
Proposal & Tender Support
  • Support logistics activities during the Inquiry-to-Order (ITO) phase for domestic and international projects.
  • Assist in developing logistics content for customer proposals, tenders, and RFQ responses.
  • Participate in bid review meetings and customer clarification discussions as required.
  • Prepare logistics scope narratives, assumptions, exclusions, and commercial qualifications.
Transportation Planning & Estimating
  • Develop preliminary transportation concepts for heavy haul, breakbulk, containerized, rail, and multimodal shipments.
  • Prepare budgetary transportation estimates using market intelligence, historical data, and carrier quotations.
  • Coordinate budgetary pricing from freight forwarders, carriers, heavy haul providers, ports, terminals, warehouses, and specialty service providers.
  • Support transportation feasibility studies, route assessments, and logistics execution planning.
  • Develop preliminary logistics schedules, delivery assumptions, and milestone planning to support project execution strategies.
Risk Assessment & Commercial Support
  • Identify logistics risks, constraints, permitting requirements, infrastructure limitations, and schedule impacts.
  • Review preliminary packing lists, shipping drawings, and equipment dimensions to validate transportation assumptions.
  • Document logistics assumptions, exclusions, and commercial qualifications for proposal submissions.
  • Support value engineering initiatives by identifying cost-saving opportunities and alternative transportation solutions.
Cross-Functional Collaboration
  • Collaborate with Engineering, Procurement, Project Management, Commercial Operations, and Logistics Strategy teams during proposal development.
  • Support the evaluation of Incoterms, delivery strategies, and customer logistics requirements.
  • Ensure logistics assumptions, pricing, schedules, and execution strategies are properly documented for project handoff.
  • Participate in transition meetings to ensure a seamless transfer of logistics information from ITO to Order-to-Remittance (OTR) upon project award.
Continuous Improvement
  • Maintain budgetary pricing databases and logistics estimating tools.
  • Support development of standard estimating templates, bid checklists, and logistics planning tools.
  • Assist in documenting lessons learned and incorporating best practices into future proposals.
  • Promote standardization and continuous improvement within the ITO logistics process.

Preferred Qualifications
  • Experience supporting capital equipment, energy, industrial, or infrastructure projects.
  • Knowledge of heavy haul, oversized cargo, breakbulk, rail, ocean freight, and project logistics.
  • Familiarity with Incoterms, import/export documentation, customs processes, and international shipping.
  • Experience reviewing engineering drawings, packing lists, and shipment specifications.
  • Knowledge of logistics cost estimating and commercial proposal development.

Required Qualifications
  • Bachelor's degree in Supply Chain, Logistics, Transportation, Business, Engineering, or a related discipline, or equivalent work experience.
  • 3–5 years of experience in logistics, transportation, freight forwarding, supply chain, or project logistics.
  • Experience supporting transportation planning, freight estimating, or proposal development.
  • Understanding of domestic and international transportation modes and logistics operations.
  • Proficiency in Microsoft Excel, Word, and PowerPoint.

Nature of Assignment
This is a contingent worker position supporting the ITO Logistics organization. The role is focused exclusively on logistics planning, estimating, and proposal support during the bidding phase and does not include responsibility for day-to-day execution of awarded projects. Upon project award, responsibility transitions to the OTR Logistics Project Management team through a structured handoff process.
