Position Title: JS.CMS.007 Senior Sentencing Data Officer
Grade: NJS 09
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Senior Sentencing Data Officer within the PNGLIN unit based in Waigani.
Role Overview:
The primary responsibility of the Senior Sentencing Data Officer is to supervise receiving court case documents from District, National and Supreme Courts. And to confirm closed court cases and ensure quality assurance in preparation for posting on the Judiciary’s Website and PNG Legal Information Network (PNGLIN). Supreme Court Act. National Court Act. Sheriff Act. Supreme Court Rules. National Court Rules. Practice Directions.

Key Responsibilities
- Document Quality Check: Supervise recording, storage and preparation of court case documents.
- Document Formatting: Supervise quality converted documents into HTML format, applying appropriate styling and formatting rules to ensure the documents are accessible, readable, and compliant with web standards for posting on the Judiciary's website.
- Quality Assurance: Perform thorough quality checks on converted documents to verify accuracy, completeness, and proper formatting, ensuring that all content is correctly represented and free of errors before publication.
- Data Security: Implement and adhere to strict data security protocols during the document handling, conversion, and posting processes to protect data.
- Workflow Management: Manage workflows to ensure timely posting of court case decisions and orders, prioritizing tasks based on urgency and importance to meet deadlines and facilitate prompt access to information.
- Technical Troubleshooting: Identify and resolve technical issues that arise during the document conversion or posting process, leveraging technical expertise to ensure uninterrupted access to published documents.
- Stakeholder Feed Backs: Facilitate feed backs from Judges, Magistrates, and lawyers, and using these insights to guide improvements in the publication process.
- Training and User support: Supervise users training and support.
- Documentation and Reporting: Maintain detailed records of document handling, and conversion.
- Process Documentation: Schedule, develop and system processes, systems and user policies and maintain and such documentation for ease of access for future references.
- A Diploma in computer science, information technology, or related fields.
- 3 years’ experience in Web page administration, Database Administration preferably with experience in managing electronic content or case management systems.
- Familiarity with Database programming.
- Experience in implementing data security measures.
- Exposure to disaster recovery procedures.
- Proficiency in operating systems (e.g., Windows) and database management systems (Java).
- Knowledge of electronic case management concepts and best practices.
- Understanding of structured query language (SQL).
- HTML Coding and conversions.
- Knowledgeable in Supreme and National Courts’ registry processes and procedures.
- Knowledge of system monitoring and performance optimization tools.
- Strong sense of responsibility and dedication to maintaining a highly functional and secure PNGLIN.
- Ability to work independently and take initiative in identifying system improvement opportunities.
- Adaptability to handle evolving technologies and changing organizational needs.
- Excellent organizational and time management skills to prioritize tasks effectively.
- Integrity and trustworthiness in handling sensitive case data and system access.
- Bachelor Degree in Computer Science, information technology, or related fields.
- Any relevant certifications in system administration, database management, or cybersecurity.
- Exposure to system integration with other enterprise-level systems is advantageous.
- PostgreSQL Database.
- Linux Operating System.
- Problem-solving and good analytical skills.
