Position Title: JS.HRM.017 Monitoring & Compliance Officer
Grade: NJS 10
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Monitoring & Compliance Officer within the Payroll Services unit based in HQ – Waigani.
Role Overview:
The Payroll Monitoring & Compliance Officer is responsible for monitoring the integrity, accuracy and compliance of payroll administration processes across the National Judicial Staff Services. The position provides independent oversight of payroll transactions by conducting payroll validation, compliance monitoring, quality assurance activities and technical verification of payroll calculations to ensure payroll operations and transactions comply with legislation, NJSS Human Resource policies, delegated authorities, established internal controls and payroll procedures. The position serves as the technical assurance point for all payroll calculations, ensuring salaries, allowances, deductions, leave entitlements and records, overtime, salary adjustments, recoveries, taxation, superannuation and separation/final entitlements are correctly calculated, accurately applied to the appropriate payroll category, properly authorised and supported by relevant documentation prior to payroll processing. The role contributes to safeguarding public funds by ensuring payroll transactions and all entitlement calculations are lawful, accurate, properly authorised and supported by appropriate documentation. The role must promote continuous improvement in payroll governance and internal controls.

Key Responsibilities
- Conduct compliance checks for all payroll transactions to ensure accuracy, completeness and compliance with approved policies, procedures and legislative requirements for processing.
- Review payroll documentation and supporting records to verify that all payroll transactions, salary variations, appointments, promotions, allowances, deductions, disbursements, overtime, leave payments, terminations and final entitlements are properly authorized, compliant with legislation, and accurately reflect the approved employment conditions.
- Independently validate and verify all payroll calculations to ensure recoveries, taxation, deceased and final entitlements are mathematically accurate, correctly calculated and applied to the appropriate payroll category for processing.
- Investigate payroll irregularities, employee complaints, payroll discrepancies and suspected breaches of payroll procedures, and prepare responses and reports with recommendations for corrective action.
- Maintain comprehensive monitoring records, compliance registers, investigation files and audit evidence to support management reporting and audit requirements.
- Prepare periodic payroll compliance reports, risk assessments, statistical summaries and management information for the Team Leader Monitoring & Compliance and Manager Payroll Services.
- Provide advice and guidance to payroll staff, Human Resource officers and managers on payroll governance requirements, compliance obligations and internal control procedures.
- Participate in payroll system enhancement projects, policy reviews, audits, business process improvements and implementation of strengthened payroll controls.
- Promote a culture of integrity, accountability and continuous improvement by identifying emerging payroll risks, recommending control improvements and supporting organizational compliance initiatives.
- All other duties and projects consistent and related to the qualifications and requirements of the position as assigned and delegated by the Director HR.
- Diploma in Business Administration, Human Resource Management (HRM), Commerce, Accounting or related field.
- Accounting Certification.
- Business Information Systems (with Ascender Payroll/HRIS experience).
- 3 years’ proven experience in payroll administration, payroll compliance, payroll auditing, salary administration or payroll accounting in the Public Sector HRM and Payroll Administration.
- Demonstrated experience using a computerized payroll system – Ascender Pay System would be an advantage.
- Experience interpreting employment conditions, payroll legislation, industrial awards, and payroll & HR policies.
- Experience in computing complex payroll transactions and employee separation/final entitlements.
- Sound understanding of Public Sector HR and Payroll management.
- Sound knowledge of Payroll legislation, procedures and taxation requirements applicable to PNG.
- Demonstrated knowledge of Public sector payroll administration and internal control principles.
- Communication skills, both verbal and written.
- Math and analytical skills.
- Attention to detail, meticulous and exceptional problem-solving skills.
- Payroll risk management & reporting.
- Competent IT skills, particularly proficiency in MS Excel for payroll analysis and validation.
- Sound knowledge in computerized payroll system (preferably Ascender Pay).
- Sound knowledge of payroll calculations including: Salaries and wages.

- Deductions, & Recoveries.
- Separation & Final Entitlements.
- Attention to Detail - crucial for accurately administering payroll calculations.

- Technical Proficiency - understanding of payroll software and systems is necessary.
- Proficiency in technology helps in efficient data management and reporting.
- Advanced Diploma in Payroll Administration, Accounting (Audit & Taxation) or Finance.
- Professional membership or certification in Human Resources, Accounting, Internal Audit, or Payroll Administration.
- Training in fraud detection, internal controls, compliance monitoring, or risk management.
- Experience working within the PNG Public Service or a statutory authority.
- 3-5 years or experience working within the PNG Public Service or a statutory authority.
