Position Title: JS.IFA.008 Estimator & Quality Controller – Highlands & Momase Regions
Grade: NJS 12
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Estimator & Quality Controller – Highlands & Momase Regions within the Infrastructure & Projects unit based in Waigani.
Role Overview:
The Estimator & Quality Controller is responsible for accurately estimating the costs of projects and overseeing the quality control throughout the project lifecycle in the Highlands and Momase Regions. This role ensures that projects are financially viable and meet or exceed quality standards, contributing to the effective delivery of infrastructure projects.

The Estimator & Quality Controller is responsible for accurately estimating the costs of projects and overseeing the quality control throughout the project lifecycle in the Highlands and Momase Regions. This role ensures that projects are financially viable and meet or exceed quality standards, contributing to the effective delivery of infrastructure projects.
Key Responsibilities
- Conduct detailed cost analyses for all project phases, providing accurate cost estimates.
- Develop and implement quality control protocols and standards for project execution.
- Collaborate with project teams to gather all necessary information for accurate cost estimation.
- Monitor project progress against budget and quality expectations, identifying variances and recommending corrective actions.
- Liaise with suppliers and contractors to obtain competitive quotes and assess their quality standards.
- Review designs and specifications to ensure they align with quality standards and budget constraints.
- Conduct site visits and project audits to ensure compliance with quality and cost estimates.
- Maintain up-to-date knowledge of industry trends, materials costs, and regulatory requirements affecting cost estimation and quality control.
- Prepare and present detailed reports on cost estimation and quality control outcomes to the Manager Projects and other stakeholders.
- Identify and implement continuous improvement opportunities in cost estimation and quality control processes.
- All other duties as directed by authority in relation to and as applicable to the position.
- Bachelor's Degree in Quantity Surveying, Construction Management, Engineering, or related field.
- 4 years of relevant experience in cost estimation and quality control in the construction or infrastructure sector.
- Analytical skills and attention to detail.
- Proficient in cost estimation software and Microsoft Office Suite.
- Knowledge of local construction laws, regulations, and standards.
- Excellent communication and interpersonal skills.
- High level of accuracy and attention to detail.
- Organizational and planning skills.
- Ability to work under pressure and meet deadlines.
- Problem-solving mindset.
- Ethical and transparent in dealings.
- Team player with the ability to work independently.
- Advanced Certification in Cost Engineering or Quality Management.
- Membership in a relevant professional body.
- Proven experience in cost estimation and quality control within large-scale projects.
