JS.LIB.023 Legislation Officer – Driving Access to Vital Legal Knowledge

The National Judicial Staff Services (NJSS) invites passionate and qualified Papua New Guineans to join its mission of empowering the Judiciary across the country as a Legislation Officer. In this essential role, you will support the Reference Librarian to ensure judges, lawyers, legal officers, and court staff have ready access to the most current and comprehensive legal and legislative materials. Your efforts will enhance legal research and judicial decision-making by organising, updating, and making legislative content widely accessible—both in print and through digital platforms—contributing directly to the efficiency and effectiveness of the justice system.

Key Responsibilities:

  • Manage and continually update the library’s collection of legal and legislative materials, guaranteeing accuracy and completeness.
  • Assist users—including judges, legal officers, and court staff—with legal research and access to legislative information.
  • Proactively inform users about recent legislative changes and developments via newsletters and updates.
  • Oversee the integration and digitisation of legal resources, expanding access through electronic platforms and e-library services.
  • Maintain and foster collaborative relationships with legal publishers, government agencies, and legislative bodies to enrich resource availability and relevance.
  • Recommend and deliver training for library users and staff on utilising legislative databases effectively.
  • Evaluate, acquire, and manage subscription services for legal databases and law journals.
  • Participate actively in developing library policies and contribute to digital transformation initiatives.

Essential Skills and Qualifications:

  • Solid knowledge of legal and legislative materials and research methods.
  • Exceptional organisational skills in managing extensive legal collections.
  • Strong communication skills capable of clearly conveying complex legislative information.
  • Proficiency in digital cataloguing, resource integration, and managing legal databases.
  • Ability to collaborate effectively with legal professionals and government entities.
  • Detail-oriented approach with a focus on maintaining current and accurate information.
Desirable Skills:

  • Experience managing legal subscription services and electronic databases.
  • Familiarity with creating legislative updates, newsletters or user communications.
  • Involvement in digital transformation projects or library policy development.
  • Training or mentoring capabilities to support users and staff.
Preferred Education and Experience:

  • Degree in Law, Library & Information Science, Information Management, or related disciplines.
  • Proven experience in legal research support or managing legal/legislative information resources.
  • Prior exposure to judicial or legal environments highly regarded.
Additional Requirements:

  • Commitment to confidentiality and best practices in handling sensitive legal information.
  • Willingness to liaise regularly with external legal publishers, government bodies, and legislative institutions.
