Position Title: JS.PPD.010 Monitoring & Evaluation Officer - Corporate Service
Grade: NJS 12

The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Monitoring & Evaluation Officer - Corporate Service within the Policy, Planning, Monitoring & Evaluation unit based in Waigani, NCD.

Role Overview:

Working closely with the managers of the Corporate Service and relevant stakeholders the incumbent will coordinate the collection of progressive performance data and make available accurate and timely reports for the management through the Quarterly Reports and Annual Performance Reports.

Key Responsibilities
  • Collect data on a regular basis to measure performance against the planned activities.
  • Develop data collection tools and utilize various data collection methods to ensure reliable, accurate and relevant data is collected for analysis and reporting.
  • Analyze data to produce knowledge products and Monitoring, Evaluation & Learning (MEL) reports.
  • Utilize, transfer, transform data into formats usable for informing policy and decision-making and evaluating the effectiveness of programs and performance.
  • Write and present reports.
  • Maintain regular dialogue with divisional managers to keep reports flowing swiftly.
  • Maintain and administer the M&E database; analyze and aggregate Quarterly Reports and Annual Performance Report.
  • Assist the M&E Manager coordinate and facilitate the Managers quarterly reviews.
  • Assist the M&E Manager to develop Monitoring & Evaluation Policy & Framework in line with GoPNG policies and planning frameworks.
  • Report regularly to NJSS management and the Law and Justice Sector as required.
  • Support division managers to prepare quarter reports and plans for Reviews.
  • Maintain consistent dialogue with members of the Law and Justice Sector working group and attend training and workshops.
  • Perform any other duties to support the Division’s operations, as directed.

Required Qualifications and Experience
  • Bachelor’s degree in business administration which provides knowledge in public policy, public administration, project management, monitoring, and evaluation, and/or strategic planning.
  • Must have more than three years work experience in the monitoring and evaluation field.
  • Experience working with diverse and a wide range of people.
  • Must have experience to process data using Microsoft applications.
  • Fair knowledge in project management and program monitoring and reviews.
  • Demonstrated ability in information and data analysis.
  • Fair understanding of Government Planning framework and the development of Corporate and Annual Work Plans Better understanding of Monitoring and Evaluation of policies and agency work plans/division work plans or operational plans.
  • Demonstrated Report Writing Skills.
  • Fair understanding in work plan reviews.
  • Ability to think critically and lead in M&E for the organisation.
  • Ability to create good working relationship with co-workers.
  • Commitment to ensure delivery of quality work.
  • Conscious of due dates and timeline.
  • Ability to work in a team environment.
Preferred
  • Bachelor’s Degree in Business Administration.
  • Must have more than five years work experience in the monitoring and evaluation field.
