Position Title: JS.RPC.017 Compliance Officer
Grade: NJS 07

The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Compliance Officer within the Registry Development & Change unit based in Waigani.

Role Overview:
This role supports the Team Leader Monitoring & Evaluation by being s responsible for ensuring that all projects and initiatives comply with internal standards as well as external regulations and laws. The role's primary purpose is to safeguard the integrity of the registry's operations by identifying risks, providing compliance advice, and promoting a culture of compliance within the organization. This role is fundamental in supporting the registry’s mission of delivering effective and efficient support services by maintaining high standards of compliance and governance.

Key Responsibilities
  • Monitor changes in relevant legislation and regulatory requirements and ensure organizational adaptation.
  • Develop, implement, and review compliance policies and procedures to support regulatory and legal requirements.
  • Conduct regular compliance audits and risk assessments to ensure conformity with laws, regulations, and internal policies.
  • Provide guidance and advice to staff and management on compliance matters to foster a culture of compliance.
  • Develop and deliver compliance training and education programs to ensure staff are informed of their compliance responsibilities.
  • Investigate any compliance violations or issues and develop strategies to resolve them.
  • Liaise with regulatory bodies as required, acting as the point of contact for all compliance inquiries and audits.
  • Prepare and present reports to management on the status of compliance within the organization.
  • Collaborate with other departments to ensure that compliance considerations are integrated into business processes.
  • Stay informed about the latest developments in compliance, regulatory standards, and best practices within the industry.
Required Qualifications and Experience
  • Diploma in Law, Business Administration, or a related field.
  • Minimum of 2 years of experience in a compliance role.
  • Thorough knowledge of compliance frameworks, legal requirements, and best practices in a regulatory environment.
  • Working knowledge of risk management. principles and practices.
  • Familiarity with the operations and structure of court registries or similar government entities.
  • Analytical and problem-solving skills.
  • Communication and interpersonal skills, with the ability to interact effectively at all levels within the organization.
  • Proficiency in compliance management software and applications.
  • High level of integrity and professional ethics.
  • Attention to detail and a proactive approach to identifying and solving compliance issues.
  • Organizational and time management skills, with the ability to manage multiple priorities.
Preferred
  • Degree in Law, Business Administration, or a related field with a specialization in compliance or regulatory affairs.
  • 3 years or more experience in a compliance role, preferably within a legal, regulatory, or government setting.
This Compliance Officer role requires sound judgement, adaptability, and a consistent commitment to professional service. The successful applicant will be expected to meet the role's operational demands, including keeping abreast of the constantly evolving legal and regulatory landscape and ensuring the organization's practices remain compliant.
