Position Title: JS.RPC.028 Legislative, Policy & Rules Officer
Grade: NJS 12
The National Judicial Staff Services (NJSS) has initiated a major organisational restructure to strengthen its workforce and enhance the delivery of efficient, effective, and quality support services to the Judiciary and courts throughout Papua New Guinea. We invite suitably qualified, experienced, and motivated Papua New Guineans to apply for the position of Legislative, Policy & Rules Officer within the E - Governance & Compliance unit based in Waigani.
Role Overview:
The Legislative, Policy & Rules Officer's main goal is to guide and ensure that the court's digital and electronic governance activities are legally sound, follow the rules, and make the court's work more efficient and accessible using technology. This role focuses on creating policies, ensuring the court meets all legal requirements, and helping integrate modern technology into court processes to improve them.

Key Responsibilities
- 1. Analyse and interpret legislation and regulations to ensure e-governance initiatives comply with all legal requirements.
- 2. Develop and implement policies and rules that support the digital transformation of court operations.
- 3. Engage with stakeholders, including court staff, government agencies, and the public, to solicit feedback and incorporate it into policy development.
- 4. Conduct regular compliance audits on e-governance systems and processes and recommend improvements.
- 5. Facilitate training sessions for court staff on new policies, procedures, and technologies.
- 6. Collaborate with IT and legal teams to ensure that digital platforms meet data protection and privacy standards.
- 7. Monitor and report on the progress of digital transformation initiatives to senior management.
- 8. Stay updated with changes in legislation and technology that may affect court operations and e-governance projects.
- 9. Develop and maintain comprehensive documentation on policies, procedures, and compliance measures.
- 10. Lead cross-functional teams to address and resolve complex issues related to e-governance and compliance.
- Bachelor's Degree in Law, Public Administration, or Information Technology.
- Minimum of 3 years of experience in a similar role, preferably within a governmental or judicial environment.
- In-depth knowledge of legal regulations and compliance frameworks relevant to e-governance.
- Strong understanding of digital transformation strategies and technologies.
- Excellent stakeholder engagement and communication skills.
- Analytical and problem-solving abilities.
- Strong ethical standards and integrity.
- Proactive and innovative mindset.
- Bachelor’s Degree in a related field.
- Additional certifications in data protection and privacy laws.
- Over 3 years of experience with a proven track record in policy development and e-governance initiatives.
