Offshore HSE Supervisor REPORTS TO
Provide HSE support and professional guidance to offshore operations and project teams in the implementation of an Integrated HSE Risk‑Based Management System on a Mobile Offshore Drilling Unit (MODU).
The role is responsible for ensuring safe offshore performance that meets or exceeds project safety objectives through proactive prevention of accidents and incidents, and through strict compliance with applicable Health, Safety, and Environmental (HSE) policies, standards, and regulatory requirements.

Provide HSE support and professional guidance to offshore operations and project teams in the implementation of an Integrated HSE Risk‑Based Management System on a Mobile Offshore Drilling Unit (MODU).
The role is responsible for ensuring safe offshore performance that meets or exceeds project safety objectives through proactive prevention of accidents and incidents, and through strict compliance with applicable Health, Safety, and Environmental (HSE) policies, standards, and regulatory requirements.
Work pattern: Offshore rotation 28 days on / 28 days off, Spain. DUTIES AND RESPONSIBILITIES
- Act as a visible offshore safety leader, reinforcing HSE culture, accountability, and safe behaviours across rig operations.
- Provide continuous HSE support to offshore project and drilling teams.
- Implement Environmental Impact Assessment (EIA/DIA) requirements and Environmental Monitoring Plan obligations.
- Participate in offshore risk management activities, including:
- Major Accident Hazard (MAH) analysis
- Hazard Identification (HAZID) studies
- Management of Change (MoC) processes
- Track and analyse MODU HSE hazards arising from pre‑start safety reviews, mechanical integrity checks, critical equipment inspections, and incident investigations.
- Verify that all personnel have completed required HSE training prior to mobilisation and maintain accurate Personnel on Board (POB) records, including certifications.
- Deliver offshore HSE inductions and ensure personnel understand HSE objectives, minimum requirements, and behavioural expectations.
- Verify offshore contractor training matrices remain current and that personnel are competent for assigned tasks.
- Manage contractor and subcontractor HSE performance using approved contractor HSE management systems.
- Act as onsite safety representative during emergency response situations and drills.
- Support contractor HSE program execution and implementation of HSE bridging documents.
- Coordinate and conduct audits of critical safe work practices, including:
- Confined space entry
- Safety system bypass
- Working at height and fall protection
- Lifting and crane operations
- Lockout/tagout and isolations
- Permit‑to‑work systems
- Job Safety Analysis (JSA)
- Advise drilling supervisors and offshore personnel on safety, health, and environmental matters.
- Define and implement effective risk minimisation and control measures.
- Coordinate offshore safety campaigns to raise workforce awareness and engagement.
- Lead and actively participate in safety observation programs, tracking actions to closure.
- Liaise with contractor HSE representatives to ensure alignment and compliance.
- Perform regular inspections of safety‑critical tasks and Permit‑to‑Work systems, recording findings and corrective actions.
- Supervise implementation of Passive Acoustic Monitoring (PAM) and Marine Mammal Observer (MMO) activities to ensure environmental compliance.
- Oversee safe handling, management, and transport of Naturally Occurring Radioactive Material (NORM) in accordance with regulatory and procedural requirements.
- Participate in crew safety, toolbox talks, and supervisory meetings; present topics at scheduled safety meetings.
- Ensure Job Risk Assessments (JRA) are understood and applied by all personnel.
- Assist in emergency response training exercises and drills offshore.
- Monitor offshore HSE performance and recommend improvement actions.
- Prepare daily, weekly, and monthly HSE reports in support of drilling activities.
- Consolidate HSE statistics and final offshore reports.
- Support contractor selection, evaluation, and mobilisation from an HSE perspective.
- Ensure effective communication and regulatory notification processes for reportable incidents and accidents.
- Ensure accurate reporting, investigation, and close‑out of incidents, near misses, and corrective actions using approved reporting systems.
- Conduct HSE management system assessments to evaluate effectiveness and compliance.
- Analyse risk related to offshore inspections, audits, reporting, and critical skills assessments.
- Plan and conduct offshore HSE inspections in accordance with corporate and regulatory requirements.
- Conduct worksite audits, coaching, and mentoring to promote safe working practices.
- Maintain strong and visible offshore presence, particularly in high‑risk operational areas (e.g. drill floor, deck).
- Promote and enforce Stop Work Authority as an integral part of offshore safety culture.
- Contribute to Management of Change and Non‑Conformance Management processes.
- Support follow‑up and quality control of corrective actions arising from incident investigations.
- Monitor leading and lagging HSE indicators to drive continuous improvement.
- Ensure environmental aspects are effectively managed and full compliance with EIA/DIA, Environmental Monitoring Plans, and Waste Management Plans is achieved.
- Ensure appropriate waste handling, storage, disposal, and documentation.
- Support drilling supervision and offshore management in monitoring Permit‑to‑Work and isolation systems and archiving records.
- Professional safety certification and associate degree (or higher) in Occupational Health & Safety, Environmental Science, or related discipline
OR - Minimum 20 years of verifiable offshore HSE experience on Mobile Offshore Drilling Units (MODUs) in lieu of formal education
- Recognised HSE certification in Oil & Gas Operational Safety, Process Safety Management, or equivalent
- Strong knowledge of local and international HSE regulations and standards
- Proficiency with Microsoft Office applications
- Fluent written and spoken English and Spanish
- Valid Offshore Survival certification (e.g. BOSIET)
- Valid medical fitness certification for offshore work
- Legal authorisation to work in Spain
- Minimum 15 years’ experience in upstream offshore oil and gas operations (D&C experience preferred)
- Strong knowledge of international and local oil & gas safety regulations
- Knowledge of waste management and environmental classification regulations
- Experience auditing marine vessels and offshore drilling units
- Experience in emergency management, incident investigation, and reporting
- Previous offshore experience in Spain is advantageous
