NES Fircroft is currently recruiting a Procurement Package Manager for a leading engineering and project delivery organisation in Singapore.

The Procurement Package Manager will be responsible for managing the end-to-end procurement lifecycle for assigned project packages, ensuring the timely and cost-effective delivery of materials and equipment in accordance with project specifications, quality requirements, and schedules. This position will work closely with project, engineering, quality, expediting, logistics, and supplier teams to support successful project execution.

Key Responsibilities
  • Manage the complete procurement cycle for assigned packages, from sourcing and RFQ issuance through to award, delivery, and close-out.
  • Develop and implement procurement strategies, sourcing plans, and package execution plans aligned with project objectives.
  • Prepare and issue tender documents, evaluate supplier proposals, and support technical and commercial bid clarification activities.
  • Lead commercial evaluations, supplier negotiations, and award recommendation processes.
  • Coordinate closely with Engineering, QA/QC, Expediting, Logistics, and Project teams to ensure procurement activities are executed efficiently.
  • Monitor supplier performance, manufacturing progress, and delivery schedules to ensure project milestones are achieved.
  • Manage supplier documentation, commercial correspondences, and procurement records throughout the project lifecycle.
  • Coordinate with expediting and logistics teams to ensure timely delivery of equipment and materials to fabrication yards, construction sites, or project locations.
  • Administer change orders, variations, deviations, and supplier claims in collaboration with Contracts and Project Controls teams.
  • Identify procurement risks and develop mitigation strategies to minimize project impacts.
  • Participate in project review meetings and provide regular updates on procurement status, progress, challenges, and recovery plans.
  • Support supplier relationship management and contribute to supplier performance evaluations and continuous improvement initiatives.
  • Ensure compliance with company procurement procedures, project requirements, and ethical business practices.
Requirements
  • Bachelor's Degree in Engineering, Supply Chain Management, Procurement, Business, or a related discipline.
  • Minimum 8–10 years of procurement experience within the Oil & Gas, Energy, Marine, EPC, Offshore, or Heavy Industrial sectors.
  • Proven experience managing procurement packages for complex engineering or capital projects.
  • Strong commercial acumen with experience in contract negotiation, supplier management, and procurement planning.
  • Experience managing procurement activities for engineered equipment, bulk materials, or subcontracted services.
  • Familiarity with supplier manufacturing processes, expediting, inspection coordination, and logistics management.
  • Strong understanding of procurement best practices, contract terms, and project execution requirements.
  • Ability to manage multiple work packages and stakeholders simultaneously.
  • Proficiency in ERP systems and Microsoft Office applications, particularly Excel.
