NES Fircroft is currently recruiting a Procurement QA/QC Engineer – Structural for a leading engineering and energy industry client in Singapore.

The Procurement QA/QC Engineer – Structural will be responsible for supporting quality assurance and quality control activities throughout the procurement and manufacturing lifecycle of structural steel, piping materials, fittings, flanges, and related engineered materials. This role will oversee supplier quality performance, manufacturing inspections, testing activities, and technical compliance to ensure project specifications, international standards, and quality requirements are achieved. The successful candidate will work closely with Procurement, Engineering, suppliers, and third-party inspection agencies to support successful project execution.

Key Responsibilities
  • Support procurement activities and participate in supplier and project meetings to ensure compliance with technical, quality, and contractual requirements.
  • Review supplier documentation, including Inspection and Test Plans (ITPs), Manufacturing Procedure Specifications (MPS), FAT procedures, quality records, and inspection reports.
  • Participate in Kick-Off Meetings (KOM) and coordinate Pre-Inspection Meetings (PIM) with suppliers and project stakeholders.
  • Review technical and quality documentation submitted by suppliers and provide comments where required.
  • Communicate with suppliers and project stakeholders to resolve quality concerns, technical clarifications, and inspection-related matters.
  • Monitor supplier manufacturing progress and provide regular quality and package status updates to Engineering, Procurement, and Project teams.
  • Coordinate inspection and surveillance activities with suppliers and approved third-party inspection agencies.
  • Verify Notice of Inspection (NOI) readiness and support inspection scheduling and execution activities.
  • Review inspection reports and ensure quality issues are addressed and closed out in a timely manner.
  • Manage Non-Conformance Reports (NCRs), ensuring root cause investigations, corrective actions, and close-out activities are completed effectively.
  • Support manufacturing surveillance, material inspections, Factory Acceptance Tests (FAT), and final inspections.
  • Review Manufacturer Record Books (MRBs), material certificates, and as-built documentation prior to package release.
  • Ensure supplier quality activities are completed in accordance with project schedules, quality requirements, and applicable industry standards.

Requirements
  • Bachelor's Degree in Materials Science Engineering, Mechanical Engineering, or a related discipline.
  • Minimum 5 years of experience in Procurement QA/QC, Supplier Quality, Vendor Inspection, Manufacturing Quality, or related disciplines within the Oil & Gas, Energy, Petrochemical, Offshore, EPC, Marine, or Heavy Industrial sectors.
  • Experience supporting procurement quality activities for structural materials, piping systems, fittings, flanges, steel plates, structural steel, or related material packages.
  • Strong understanding of supplier quality management systems and procurement quality processes.
  • Knowledge of ISO 9001, BS EN 10204, and material traceability requirements.
  • Working knowledge of international standards and codes such as NACE, ASTM, ASME B31.3, ASME B16.47, EN 10025, and related industry standards.
  • Experience reviewing material certification packages, inspection reports, manufacturing records, and quality dossiers.
  • Strong communication, stakeholder management, and problem-solving abilities.

Preferred Qualifications
Candidates holding one or more of the following certifications will be viewed favourably:
  • CSWIP 3.1 Welding Inspector
  • AWS Certified Welding Inspector (CWI)
  • International Welding Engineer (IWE)
  • NDT Certifications (UT, RT, MT, PT, VT or equivalent)
  • Other relevant QA/QC, welding, or inspection qualifications

Contract Terms and Conditions
  • Yearly renewable contract, with potential engagement of up to two years.
  • Office-based position in Singapore.
  • Monday to Friday working arrangement.
  • Open to Singapore-based and regional candidates.
  • Employment visa will be arranged for eligible non-Singapore candidates on a single-status basis.
  • Insurance coverage will be provided.
  • Salary is open for discussion and will be commensurate with relevant experience.
  • For non-Singapore candidates, accommodation, tax, transportation, and personal expenses will be self-managed.
