Procurement QA/QC Engineer – Welding

Project Overview
The project involves the FEED and engineering development of complex offshore platform facilities, with a strong focus on procurement quality assurance, vendor surveillance, technical compliance, inspection strategy and quality control of critical equipment and materials.

Position Overview
The QA/QC Engineer – Welding will be responsible for welding-related quality assurance and technical control throughout the procurement and manufacturing process for pipeline materials, including line pipes, subsea casings and other related components.
The position will oversee critical welding activities, verify compliance with welding requirements stated in procurement documents and manufacturing standards, and ensure that welding processes meet applicable project specifications.

The engineer will lead the resolution of welding quality issues, coordinate with suppliers on defect rectification and review corrective-action documentation to confirm that proposed solutions are technically acceptable and effective.

The role will also support the establishment of a welding quality traceability system by collecting, reviewing and integrating relevant welding and inspection records into the final procurement documentation.

Key Responsibilities

  • Become fully familiar with the company’s quality requirements, project specifications and applicable procedures.
  • Participate in meetings with vendors and company representatives to ensure that vendors clearly understand the company’s quality and welding requirements.
  • Attend Kick-Off Meetings and prepare the relevant quality section of the Kick-Off Meeting presentation.
  • Review and provide comments on vendor quality, welding and manufacturing documents, including:
    • Inspection and Test Plans
    • Manufacturing Procedure Specifications
    • Welding Procedure Specifications
    • Factory Acceptance Test procedures
    • Inspection and test reports
    • Manufacturing records
    • Welding qualification records
    • Other relevant vendor documentation
  • Review welding technical requirements contained within procurement documents and manufacturing standards to ensure compliance with project specifications.
  • Monitor welding processes at critical stages of pipeline and material manufacturing.
  • Supervise and review the compliance of welding-related documentation during the procurement phase.
  • Communicate with vendors and company representatives regarding disputed comments, technical clarifications or quality-related feedback.
  • Arrange clarification meetings when required to resolve outstanding welding, technical or quality matters.
  • Coordinate with vendors to ensure that Pre-Inspection Meetings are conducted according to the agreed project schedule.
  • Organise and chair Pre-Inspection Meetings.
  • Verify Notice of Inspection readiness and forward the relevant information to the TPC Coordinator for vendor inspection arrangements.
  • Review and provide comments on third-party inspection reports.
  • Identify welding or manufacturing discrepancies and issue Non-Conformance Reports where required.
  • Expedite vendors to submit proposed corrective actions, rectification plans and Root Cause Analysis, where necessary, within three working days of receiving the Non-Conformance Report.
  • Lead the handling and resolution of pipeline welding quality issues.
  • Coordinate with suppliers to rectify welding defects and review the effectiveness of the proposed rectification documentation.
  • Support the establishment and maintenance of a welding quality traceability system.
  • Collect, review and integrate welding, inspection and manufacturing records into procurement files to support final quality acceptance and traceability.
  • Review manufacturers’ record books, final documentation packages and as-built dossiers.

Education and Professional Requirements
  • Postgraduate degree in Welding Engineering; or
  • Bachelor’s degree in Materials Engineering or Metallurgical Engineering, together with one of the following recognised qualifications:
    • International Welding Engineer certification
    • European Welding Engineer certification
  • Minimum ten years of relevant experience in the construction or manufacturing of oil and gas or petrochemical facilities and equipment, including:
    • Pressure vessels
    • Storage tanks
    • Mechanical fabrication
    • Pipelines
    • Piping systems
    • Other relevant welded equipment or structures

Welding and Technical Requirements
  • Strong technical knowledge and extensive practical experience in welding processes used within the oil and gas industry, including:
    • Shielded Metal Arc Welding
    • Submerged Arc Welding
    • Gas Tungsten Arc Welding
    • Gas Metal Arc Welding
    • Flux-Cored Arc Welding
  • Strong knowledge of welding materials, fabrication methods and manufacturing processes used within the oil and gas industry.
  • Expert knowledge of welding high-strength pipeline steels.
  • Expert knowledge of welding and fabrication involving Corrosion-Resistant Alloys used within the oil and gas industry.
  • Strong technical understanding of the following behaviours affecting welded joints and materials:
    • Corrosion
    • Fracture
    • Fatigue
    • Creep
    • Embrittlement
  • Knowledge of chemical, mechanical, metallurgical and corrosion testing performed on welded joints and materials within the oil and gas industry.
  • Demonstrated capability in the preparation and review of Welding Procedure Specifications.
  • Experience in the selection and control of welding consumables.
  • Ability to conduct weldment failure analysis.
  • Ability to diagnose welding-related problems and recommend appropriate technical solutions.
  • Experience in the qualification of welding procedures.
  • Strong working knowledge of international codes and standards used within the oil and gas industry, including:
    • ANSI
    • ASME
    • ASTM
    • API
    • BS
    • EN
    • MSS
    • ISO
    • Other applicable international standards
  • Familiarity with QatarEnergy Technical Standards would be preferred.

Preferred Project Experience
Candidates should ideally have:
  • Strong experience in offshore oil and gas projects.
  • Proven exposure to FEED projects and/or full project lifecycle execution.
  • Relevant experience in procurement quality, vendor quality, inspection, manufacturing surveillance and technical compliance.
  • Experience supporting major EPC or EPCI offshore developments.
  • Experience overseeing welding quality during the procurement and manufacturing of pipelines, line pipes, subsea casings or related materials.
  • Familiarity with international codes, standards and project specifications relevant to welding, materials, pipelines and fabrication.
  • Middle East offshore project experience would be highly advantageous.

Contract Terms and Conditions
  • Yearly renewable contract, with potential engagement of up to two years.
  • Office-based position in Singapore.
  • Monday to Friday working arrangement.
  • Open to Singapore-based and regional candidates.
  • Employment visa will be arranged for eligible non-Singapore candidates on single status.
  • Insurance will be provided for the candidate.
  • Salary is open for discussion based on relevant experience.
  • For non-Singapore candidates, accommodation, tax, transport and personal expenses will be self-managed
