The Wells HSE Advisor position is a direct report to the HSE Manager and will work closely with the wells department to ensure Health, Safety and Environmental issues are being addressed. The job is based in Kirkuk, northern Iraq and will work a 28/28 rotation with a back to back.
Provides support to Wells Department in monitoring and coaching personnel in HSE matters, as well as leading and monitoring the effectiveness of the supporting HSE processes and systems including application at contractor work sites.
Act as focal point for authoritative advice and effective delivery on all HSE aspects of respective operations’ activities to ensure safe, complaint and environmentally acceptable operations and continuous improvement in HSE performance.

Key accountabilities
- Advising the Wells Leadership and HSE Manager on continuously improving HSE-related performance.
- Lead the development and implementation of HSE policies & procedures.
- Provide technical expertise to field personnel with regards to Policy, procedures and regulatory requirements relating to HSE, through the provision of coaching, mentoring and on-site training to the Wells personnel and the HSE Team on relevant HSE issues and participation in routine site safety meetings.
- Support the line in maintaining HSE risk profile/registers to ensure that workplace/operational hazards are properly documented and controlled.
- Lead Incident Investigations as required to determine root causes and development of corrective actions and coordinate responses with line leadership.
- Be the root cause Specialist as required to support HSE investigations.
- Be the on-call HSE specialist as part of the Incident Management Team rotational schedule
- Develop contractor HSE requirements in association with the Procurement department. Establish and run contractor safety forums to develop best practice.
- Work with NOC staff and wells contractors to report incidents in a timely manner. Help to maintain wells KPIs to maintain HSE performance data on behalf of the JV
- Lead and coach the local national HSE Advisors & Site Safety Supervisors and other relevant HSE personnel on their leadership of regulatory requirements, HSE Practices and Procedures.
- Sharing learning within the wells department, establishing a learning process.
- Undertake verification activities to support the wells department
- Liaise with PSCM on Potentially High Consequence Activity contract related tasks, incl. support with SMS Bridging Documentation, Self Verification Plans, and other contractual safety documents.
- Support monthly Safety and Operational Risk Committee meetings as required
- Lead and support other meetings – After Action Reviews, Incident Review Boards, Rig Contractor Safety Meetings etc.
- Deliver the HSE&C expectations in support of HSE&C Manager and annual HSE plan
- Work closely with all contractors and service partners to assure that contractor management satisfactorily address all safety issues and risks associated with wells operations.
- Responsible for maintaining a good awareness of the risk profile for the wells operations by evaluating workplace / operational hazards and developing strategies for risk management.
- Carry out regular site HSE visits ensuring the frequency of visits reflect ongoing wells operations activities.
- Provides guidance and advice to the workforce concerning HSE&C procedures / programmes, hazard identification and promotional activities.
- Embed the HSE&C self-verification and oversight framework ensuring HSE risks and barriers strengths are verified.
- Embeds the incident investigation process, lead and participate in investigations to determine causal and contributory factors and develop recommendations, including Human Factors Analysis.
- Advises on emerging risks, HSE&C strategy, and improvement opportunities and provides direction to improve the HSE&C performance.
- Supports the well operations team to develop, implement, and execute emergency response plans related to operations activity.
- Support internal and external HSE&C audits (eg, BSEE, SEMS) and assessments as required and liaise with regulatory and environmental teams as required.
- Minimum of NEBOSH International General Certificate or equivalent.
- Professional membership required: CSP preferred, OHST or ASP required, IOSH Graduate member required (Chartered member preferred).
- Good presentation and persuasion skills with effective communication skills demonstrated internally and externally. Proven staff coaching, mentoring and development skills.
Experience
- Experience in a variety of HSE roles that demonstrate skills progression in an operational environment.
- Proven track record in advising and analysing HSE performance delivery.
- Strong team building skills with a multi discipline team
- Track record in people development and / or nationalisation in challenging environments
- Building and implementing HSE management systems
