NES Fircroft is currently recruiting a Project Commissioning Manager for a major offshore energy development project to be based in Singapore.
The Project Commissioning Manager shall oversee and manage all pre-commissioning, onshore, and offshore commissioning activities, ensuring they are executed in compliance with HSSE, quality standards, project schedule, and budget requirements. You will also lead and guide the commissioning team, providing technical expertise throughout the project lifecycle.
Specifically, you shall be responsible for:
• Develop and implement comprehensive commissioning plans, schedules, and associated documentation.
• Lead and manage commissioning activities across pre-commissioning, onshore, and offshore phases through to system handover.
• Coordinate and interface with multiple project stakeholders, including engineering, construction, contractors, and the Project Management Team (PMT), ensuring commissioning activities are fully integrated into the overall project schedule.
• Provide strong leadership to the commissioning team onsite, ensuring alignment with project objectives and performance expectations.
• Facilitate effective communication between stakeholders, ensuring clarity of deliverables, priorities, and timelines.
• Proactively identify and resolve issues during commissioning, ensuring compliance with project specifications and technical standards.
• Monitor commissioning progress, performance, and system completion, implementing corrective actions where required.
• Ensure compliance with HSSE policies, regulatory requirements, and quality standards across all commissioning activities.
• Prepare and present detailed reports on commissioning progress, status, risks, and performance metrics to senior management.
• Support project handover and start-up activities, ensuring systems are delivered safely and efficiently to operations.
To be successful in this role you shall need:
• Bachelor’s degree in Engineering, Construction Management, or a related discipline.
• Minimum 10+ years of progressive commissioning and project management experience within oil & gas or large-scale energy projects.
• Strong knowledge of systems engineering, construction, and commissioning processes.
• Proven ability to manage complex commissioning scopes and coordinate multidisciplinary teams.
• Demonstrated experience in inspection, testing, commissioning, and system start-up activities.
• Solid understanding of HSSE regulations, process safety, and quality management systems.
• Strong leadership, stakeholder management, and problem-solving capabilities.
• Experience in hazard identification, risk mitigation, and effects management.
• Ability to analyze complex project data and implement effective planning strategies.
• Previous experience working on large offshore or FPSO-related projects will be highly advantageous.
