NES Fircroft is recruiting on behalf of a leading international energy operator for an experienced Project Construction Quality Manager to support the delivery of a major offshore energy project in Singapore.
This position will be responsible for leading all construction quality activities during project execution, ensuring compliance with project specifications, regulatory requirements, industry standards, and client expectations. The successful candidate will play a critical role in driving a culture of quality, continuous improvement, and operational excellence across complex construction and commissioning activities.

This position will be responsible for leading all construction quality activities during project execution, ensuring compliance with project specifications, regulatory requirements, industry standards, and client expectations. The successful candidate will play a critical role in driving a culture of quality, continuous improvement, and operational excellence across complex construction and commissioning activities.
As Construction Quality Manager, you will:
- Develop, implement and manage the Construction Quality Management Plan (CQMP) to support project execution and ensure compliance with contractual, regulatory and industry requirements.
- Establish and maintain quality management processes aligned with the overall project quality strategy and organisational objectives.
- Promote a strong culture of quality awareness and accountability across project teams, contractors and subcontractors.
- Lead construction quality control and quality assurance activities covering fabrication, assembly, installation, testing and commissioning works.
- Oversee inspection and testing activities, including material certification reviews, welding inspections, NDT activities, dimensional control, coating inspections, Ex inspections and final acceptance testing.
- Ensure Inspection and Test Plans (ITPs) are effectively implemented and maintained throughout all phases of construction.
- Manage non-conformance reporting (NCR) processes, corrective actions and quality improvement initiatives.
- Monitor contractor quality performance and ensure compliance with approved procedures, specifications and quality standards.
- Prepare and present regular quality reports, metrics and performance updates to project leadership, clients and key stakeholders.
- Work closely with engineering, procurement, construction, commissioning and HSSE teams to ensure quality requirements are embedded throughout project execution.
- Identify opportunities to improve quality performance, reduce rework and minimise construction defects.
- Support audits, surveillance activities and regulatory inspections as required.
- Ensure quality documentation is maintained accurately and readily available for project review and handover requirements.
To be successful in this role, you should possess:
- Bachelor's Degree in Mechanical Engineering, Civil Engineering, Electrical Engineering or a related discipline.
- Minimum 10 years of experience in construction quality management within the oil & gas, offshore, marine, energy or heavy industrial sectors.
- At least 3 years of experience in a quality leadership or management capacity.
- Strong knowledge of quality management systems, including ISO 9001 and associated quality assurance principles.
- Demonstrated experience overseeing inspections, testing programmes, quality audits and non-conformance management processes.
- Sound understanding of construction quality requirements associated with fabrication, installation, commissioning and project handover activities.
- Familiarity with international industry standards and codes such as ASME, API, ASTM and relevant regulatory requirements.
- Strong ability to interpret engineering drawings, technical specifications and construction documentation.
- Experience working within complex, multidisciplinary project environments involving multiple contractors and stakeholders.
- Proficiency with project management and quality reporting software tools.
- Willingness to travel and work at construction sites, fabrication yards and offshore locations when required.
- Excellent communication, leadership and stakeholder management skills.
