MAIN FUNCTIONS
The Project Controls Lead (PCL) provides overall direction for project controls by applying systems and methodologies for estimating, cost management, progress measurement, schedule development/control, and change management.

TASKS AND RESPONSIBILITIES • Deliver timely, accurate data and outputs to support benchmarking and tool development
• Lead overall project cost, schedule, progress tracking, and change management activities
• Support the Project Team and Stewards through cost/schedule analysis, reporting, forecasting, and budgeting
• Develop the Project Controls Plan and the Management of Change (MOC) Plan
• Ensure the Stewardship process is established and executed, enabling monthly cost and schedule stewardship reviews
• Coordinate and communicate priorities for estimating, planning, and cost control tasks
• Lead preparation and maintenance of the Cost Breakdown Structure (CBS), Original Control Budget (OCB), Current Control Budget (CCB), Project Master Schedule, and Planning & Budgeting (P&B) deliverables, along with the overall cost and progress control system
• Oversee the collection, analysis, and reporting of project cost and schedule information to assess project status and identify potential issues; prepare overall cost and schedule forecasts
• Administer and facilitate the Management of Change process
• Support Capital Efficiency and Opportunities/Vulnerabilities processes
• Interface with Controllers regarding AFEs, budgets, invoices, and Work‑In‑Place development
• Participate in bid evaluations when required
• Support development of Contract Price Budgets, Control Schedules, and Milestones
• Ensure the Project Controls team understands Contractor payment terms and contract coordination requirements
• Lead preparation for Gates Reviews, Advance Commitments, Full Funding, and Supplement activities
  • Coordinate development of cost and schedule estimates for Gate and Check Point/Advance Commitment reviews
  • Coordinate development of Estimate Confidence Packages and Estimate Development Plans
    • Respond to ad hoc Controls/Reporting requests from the Project Management Team (PMT)
    • Support consortium, affiliate, and joint venture presentations
    • Support project close-out reporting and CA$HD inputs
    • Perform project-level quality assurance by reviewing Contractor performance in cost control, progress measurement, and schedule control
    • Ensure Contractors execute proper and effective project control measures, including cost/schedule organizations, plans, and procedures
    • Review and endorse Contractor-prepared schedule, progress, and cost baselines and forecasts
    • Review progress measurements submitted by the Contractor
    • Assess cost and schedule bases for Contractor Change Proposals/Orders, including Contractor-developed progress trends
    • Assist site management with developing or reviewing cost and schedule corrective actions and recovery plans, and ensure implementation
    • Manage the Cost and Schedule organization, including Contractor site personnel, serving as the central connection between the Project and the broader organization
    • Maintain strong coordination with other project and functional team members
    • Oversee development of a tailored Project Controls Implementation Plan
    • Provide mentoring and feedback to project controls engineers and planners
    • Ensure Functional alignment for approval of key deliverables (e.g., Estimate Confidence Package, Estimate Development Plan)
    • Promote capital efficiency across projects supported by the department
SKILLS AND QUALIFICATIONS • Bachelor’s degree in Engineering, Engineering Technology, or Construction Management
• Experience in project controls with a focus on cost and schedule management
• Supervisory experience required
• Willingness to work internationally in a team environment
• Willingness to relocate to the required project site
• Familiarity with company project management best practices and key work processes
• Strong influencing, consulting, mentoring, analytical, and computing skills
• Strong Excel and PowerPoint proficiency
• Ability to adapt to shifting priorities
• Strong communication and interpersonal skills
• Ability to multitask and respond quickly to urgent analytical needs
