Job Title: Project Controls Specialist
Location: Sabine Pass, TX
Work Type: Hybrid (2–3 days onsite / remainder remote)
Contract Type: Contract
Schedule: 8‑hour days, 40 hrs/week
Duration: One Year (Renewable)                                                                                                                 Rate: $90-100 per hour
Job Summary
Seeking a senior Project Controls Specialist to support a $100MM oil & gas pipeline construction project entering the contract fulfillment phase. The role is heavily focused on cost control and commercial performance, with secondary involvement in scheduling. This position will help build and mature the project cost control program in an active industrial environment.

Key Responsibilities
Cost Control (Primary Focus)
  • Develop and manage project cost baselines and budgets
  • Track actuals vs planned costs and forecast Estimate at Completion (EAC)
  • Monitor commitments, invoices, accruals, and cash flow
  • Identify cost overruns and savings opportunities
  • Build and improve cost control processes (SAP to Excel‑based reporting)
Progress Measurement & Reporting
  • Track engineering, procurement, and construction progress
  • Perform earned value management (EVM) and variance analysis (cost-focused)
  • Prepare weekly and monthly progress reports
  • Develop KPI dashboards for management
Change & Commercial Management
  • Evaluate scope changes and negotiate change orders
  • Maintain change logs and approvals
  • Review contractor claims and variations
  • Verify payment milestones and commercial performance
Risk Management
  • Identify commercial and cost risks
  • Maintain risk registers and mitigation plans

Required Qualifications
  • 7-10 years of project controls experience in oil & gas Construction Industry (medium to large projects)
  • Strong cost controls background (owner/operator experience preferred)
  • Advanced MS Excel and analytical skills
  • SAP experience highly preferred
  • Ability to work in an industrial construction environment
  • Willingness to work onsite 2–3 days per week
  • Eligible to obtain TWIC

Preferred / Nice to Have
  • Bachelor’s degree in Business, Project Management, Construction, Engineering, or related field
  • MS Project experience
  • Primavera P6 exposure
  • LNG or pipeline project experience
