JOB DESCRIPTION

Job Title: Project Quality Site Lead
Work Pattern: Rotation 6x3
Location: Al-Anbar Governate, Iraq


Objectives:

• To integrate quality / governance requirements in Project Execution phase / functions.
• Ensure timely review and approval of Quality deliverables for the Project.
• Ensure compliance of Project Quality Plan and specified requirements during execution.
• Support the Project Execution Team to deliver within Quality, Cost and Schedule.

Key Indicators:

• Project Management KPIs
• Quality KPI’s: Quality, Cost, Schedule, NCR’s Closure rate
• TPI usage (Productivity and Quality)

Activities:
Functional Management

• Manage multidiscipline site quality team for Quality control and assurance works.
• Review Site construction quality documents to ensure that quality requirements have been correctly captured for execution.
• Guide QA/QC engineers and Coordinator(s) to support in reviewing project specific documentation, performing inspections and reporting on construction activities as per agreed inspection and test plans.
• Reviewing of construction quality deliverables before start of any work (ITP & Quality Procedures).
• Assign Internal / Client Submission / construction documents for review and inspections based on Project requirements and competency requirements.
• Present the weekly / monthly Quality report to Project Management / PMO or Management Team / Client.

Quality, Construction & Commissioning interfacing

• Work with site construction manager to prioritize the sub system for mechanical completion walkdown inspections.
• Lead the investigation for construction and commissioning stage NCRs for closure.

Contract

• Prepare / update the Contract specific Project Quality Plan with references to Quality documents submitted during Execution.
• Ensure the correct implementation of the approved Inspection Test Plan according to the Client requirements.

Site Quality Management

• Plan / Assign for inspection Kick of Meeting (KOM) and ensure Pre-Inspection Meetings(PIM) are conducted as per schedule for site construction works.
• Ensure adequate resources assigned for the inspections and walkdowns.
• Ensure resource rotation program is managed effectively with necessary overlap

Validation / Approval

• Critical site activities inspection review and reports approval.
• Verifies special processes and the relevant workers’ qualifications.
• Check the documents certifying the tests, controls and inspections carried out.

Quality Assurance / Auditing

• Responsible for the independent surveillance and audit of the project for compliance with the procedures and specific QA/QC. requirements, as well as the documentation of compliance and corrective actions
• Check the conformity with the Quality Control Plan / Project Quality Plan and obtain the relevant documentation
• Monitor Project and Internal Non-Conformances and ensure appropriate documentation on Aconex / QUEST / InTouch
• Plan and Execute Project Quality audits (Internal and with Site construction contractor)
• Provide inputs to OPF Quality Management Reviews through NCR/SQ / Lessons Learnt / Project Quality Audits results etc.

Prior Experience/Expertise Required
Experience :

• 12+ years in Quality Inspection activities in Engineering industry /EPCC and/ or Oil & Gas Industry related QA/QC supervisory position
• Working knowledge in Facility site construction works inclusive of Civil, Welding & piping mechanical and E&I works).

Preferable :

• Previous experience in site constructions.
• Experience oil and gas Projects.
• Technical qualification (Bachelor of Science /Diploma or bachelor’s in engineering (B.E)-Mechanical)
• Interpretation of ASME Sec VIII, Sec IX, Sec V, AWS D1.1
• ASNT SNTC Level II Certification.
• Knowledge on ATEX requirements.
• ISO 9001 Auditing Experience.
