NES Fircroft are looking for an experienced Project Regulatory Manager to join our client in supporting major offshore engineering projects involving Floating Production Storage and Offloading (FPSO) vessels.
This is a senior role responsible for ensuring that all relevant legislation, regulations, industry standards, permits and certification requirements are identified, managed and met throughout the project lifecycle.
Working closely with engineering, procurement, construction, commissioning and operations teams, you will coordinate regulatory activities, manage interfaces with external authorities and classification societies, and ensure that all required approvals and documentation are in place for the successful delivery of the project.
Key Responsibilities
The ideal candidate will have a strong background in offshore project engineering and regulatory management, with experience ensuring that complex offshore assets meet the necessary legal, technical and certification requirements throughout their lifecycle.
Comfortable working across multiple disciplines, coordinating regulatory activities and managing interfaces between engineering teams, contractors, clients and external authorities.
Experience working on FPSO or other major offshore EPCI projects would be particularly valuable.

Key Responsibilities
- Develop and maintain the project Regulatory Management Plan, identifying all applicable legislation, regulations, standards and certification requirements.
- Coordinate regulatory compliance throughout the engineering, procurement, construction, installation and commissioning phases of the project.
- Act as the key point of contact between the project team, clients, regulatory authorities, classification societies and contractors on regulatory matters.
- Work closely with engineering, construction, commissioning and operations teams to ensure regulatory requirements are understood and incorporated into project activities.
- Monitor regulatory actions, reviews, inspections, audits and surveys, ensuring findings are addressed and closed out.
- Ensure the project meets all applicable regulatory approval and certification requirements before delivery.
- Manage regulatory queries and assess changes in legislation to determine their impact on the project.
- Coordinate and oversee the work of Regulatory Engineers, Site Engineers and Inspectors.
- Ensure contractors meet their regulatory obligations and provide the necessary evidence of compliance.
- Prepare regulatory documentation and handover packages for the operations team, including information required to maintain permits, consents and certifications.
- Provide regular updates to project management on regulatory progress, outstanding actions, risks and compliance status.
- Bachelor's degree in Mechanical Engineering, Naval Architecture, Marine Engineering or a related engineering discipline.
- Approximately 10 years' experience within the offshore oil and gas industry.
- Experience managing regulatory compliance on major offshore engineering, construction or FPSO projects.
- Strong understanding of offshore legislation, regulatory approvals, classification requirements and certification processes.
- Experience working across multidisciplinary project teams, including engineering, procurement, construction and commissioning.
- Experience liaising with clients, regulatory authorities, classification societies and contractors.
- Strong project coordination, communication and stakeholder management skills.
- Fluent in written and spoken English.
