NES Fircroft are seeking a Sea Dumping Permit Author for a 12 – 24-month contract with potential to extend. This will be a part-time position (2-3 days per week) based in Perth CBD.
 
Our client is exploring a contract opportunity to support the preparation of a CO₂ sequestration offshore disposal permit application under the Environment Protection (Sea Dumping) Act 1981. This permit is a key requirement for advancing a major carbon capture and storage (CCS) development.
  • As national regulatory guidance continues to evolve, including the finalisation of application requirements and supporting documentation by the Department of Climate Change, Energy, the Environment and Water (DCCEEW), currently expected in Q3 2026, the successful candidate will take a proactive approach.
  • This will involve developing a draft permit application based on the latest available draft guidance, including indicative application structures and action lists.
  • The role will work closely with a multidisciplinary project team, including subsurface and environmental approvals specialists, to ensure alignment across related approval processes.
  • This position will report to the Environment Team Lead – CCS Approvals.
Key responsibilities
  • Preparation of a CO₂ sequestration sea dumping permit application for the project (Primary Author).
  • Coordination of inputs required to support the sea dumping permit application, including engagement with relevant project teams (e.g. engineering and subsurface) responsible for technical contributions.
  • Development, implementation and ongoing management of the sea dumping permit workplan and delivery schedule.
  • Collaboration with broader project approvals teams preparing associated regulatory submissions (e.g. NOPTA and other primary approvals), ensuring alignment and consistency of content across all approval documentation.
Background & Experience Required:
  • Demonstrated experience in preparing and obtaining complicated sea dumping permits prepared for offshore petroleum activities under the Sea Dumping Act.
  • An understanding of the requirements of the following guidance documents for CO2 sequestration:
-The London Protocol
-2012 Specific Guidelines for the Assessment of Carbon Dioxide for Disposal into Sub-Seabed Geological Formations.
-2006 Risk assessment and management framework for CO2 sequestration in sub-seabed geological structures
  • Offshore CCS – sea dumping application guidance issued by the Department of Climate Change, Energy, the Environment and Water.
  • Ability to work within an operator environment and coordinate technical inputs.
