NES Fircroft is currently recruiting a Senior Procurement Quality Engineer for a leading engineering and energy industry client in Singapore.
The Senior Procurement Quality Engineer will be responsible for ensuring that procured materials, equipment, and supplier-delivered packages meet project specifications, quality requirements, and applicable international standards. This role will oversee supplier quality activities throughout the procurement lifecycle, from supplier qualification and bid evaluation through manufacturing, inspection, certification, and final delivery. The successful candidate will work closely with Procurement, Engineering, Project Quality, suppliers, and third-party inspection agencies to ensure the highest standards of quality and compliance are achieved.

The Senior Procurement Quality Engineer will be responsible for ensuring that procured materials, equipment, and supplier-delivered packages meet project specifications, quality requirements, and applicable international standards. This role will oversee supplier quality activities throughout the procurement lifecycle, from supplier qualification and bid evaluation through manufacturing, inspection, certification, and final delivery. The successful candidate will work closely with Procurement, Engineering, Project Quality, suppliers, and third-party inspection agencies to ensure the highest standards of quality and compliance are achieved.
Key Responsibilities
- Perform supplier and manufacturer qualification assessments to ensure suitability for project requirements.
- Review supplier quality management systems and support vendor evaluation and approval activities.
- Participate in technical and commercial review processes, providing quality assurance and quality control input during bid evaluations.
- Review and approve supplier quality plans, manufacturing procedures, Inspection and Test Plans (ITPs), and related quality documentation.
- Evaluate supplier deviations and exceptions to ensure compliance with project specifications and quality requirements.
- Support the review and assessment of technical deviations and quality-related concessions where applicable.
- Coordinate inspection and testing activities with suppliers and approved third-party inspection agencies.
- Witness or oversee inspections, testing, certification activities, and manufacturing surveillance at supplier facilities as required.
- Review inspection reports, release notes, material certificates, and quality records to verify compliance with project requirements.
- Monitor supplier quality performance and ensure timely resolution of non-conformances and corrective actions.
- Verify material traceability, certification records, and compliance with applicable project specifications and international standards.
- Ensure procurement quality activities are properly documented and maintained throughout the project lifecycle.
- Prepare and submit procurement quality reports, including progress updates, quality metrics, key risks, and mitigation actions.
- Support material receiving inspections and assist in resolving quality-related issues arising during receipt, storage, or installation phases.
- Collaborate closely with Procurement, Engineering, Construction, and Project Quality teams to support project delivery objectives.
- Bachelor's Degree in Mechanical Engineering, Materials Engineering, or a related engineering discipline.
- Minimum 10 years of experience in Supplier Quality Assurance, Procurement Quality, Vendor Inspection, or QA/QC roles within the Oil & Gas, Energy, Petrochemical, EPC, Offshore, or Heavy Industrial sectors.
- Strong knowledge of international engineering and quality standards such as ASME, API, ANSI, ISO, EN, or equivalent industry codes.
- Proven experience managing supplier quality activities throughout procurement and manufacturing processes.
- Experience coordinating third-party inspections, manufacturing surveillance, and certification activities.
- Strong understanding of quality management systems and inspection methodologies.
- Experience reviewing technical documentation, manufacturing procedures, material certifications, and quality dossiers.
- Familiarity with material traceability requirements and quality documentation controls.
- Excellent communication, stakeholder management, and reporting skills.
The following certifications would be advantageous:
- CSWIP 3.1 Welding Inspector
- AWS Certified Welding Inspector (CWI)
- Lead Auditor Qualification (ISO 9001)
- NACE, BGAS-CSWIP, FROSIO, or other relevant inspection certifications
- Other recognised QA/QC, welding, or inspection certifications
