SENIOR PROJECT ENGINEER

Reports to: VP Engineering & Operations

JOB PURPOSE
Efficient project engineering management is a key factor to efficient project execution, which leads to accelerated revenue and resilient operations.
This position at the core of the organisation handles key projects relating to gas processing facilities or pipelines, and the associated contractors. It interacts daily with multiple internal and external stakeholders. It covers the whole project spectrum from initiation, feasibility and concept, all the way to handover to operations.

KEY RESPONSIBILITIES
  • Apply standard project management process systems and tools; Follow a logical and documented project execution sequence
  • Prepare engineering scopes, design criteria, design basis etc. for engineering contractors
  • Specify technical codes & standards required for specific projects; Follow-up to ensure compliance
  • Develop Concept/FEED/EPCm tender strategies & process for key projects
  • Assist in compiling contract documents. Evaluate bids for engineering & construction, and manage engineering contracts.
  • Participate in technical and commercial reviews
  • Focus on HSE to ensure a Duty of Care philosophy prevails. Aim is to complete projects both safely and promptly, adopting a fit-for-purpose approach.
  • Drive execution of key HSE processes such as HAZOP, HAZID, ENVID, EIA etc.
  • Establish list of approvals required by external stakeholders; Coordinate processes required to obtain necessary permits from relevant Authorities.
  • Provide support and guidance to contractor(s)
  • Review, comment, challenge or approve contractor work, drawings, data sheets, equipment lists etc.
  • Take responsibility for the correctness and quality of all technical work executed as part of the project by personal involvement and by co-coordinating inputs from experts.
  • Support specification of equipment
  • Follow-up procurement process
  • Act as the main point of contact for engineering-related, and sometimes construction related, matters with contractors, suppliers, and other stakeholders
  • Monitor performance, schedule and quality of delivery. Control engineering progress
  • through continuous review of project reports including schedules. Where adverse trends or deviations occur, advise alternative solutions, support decisions, communicate to VP
  • and other stakeholders, and follow-up to ensure implementation.
  • Manage design changes, ensuring all modifications are properly evaluated, documented, and communicated
  • Manage variations to cost and schedule
  • Oversee final delivery pre-commissioning and commissioning
  • Ensure project lessons learnt are documented and where appropriate used for other projects
  • Ensure orderly close-out; Select and safeguard project documentation; Prepare close out Report

QUALIFICATIONS, EXPERIENCE, & SKILLS
  • Degree from an accredited university in Petrochemical/Process, Mechanical, Instrumentation or Electrical Engineering
  • 10-15 years in project engineering, preferably in oil & gas facilities & pipelines
  • 4-8 years managing engineering & EPC contracts & contractors in a senior capacity
  • Min 5 years working as a design or construction Engineer, preferably for a client
  • Experience should include construction, commissioning and early operations
  • Experience in the GCC region is advantageous

OTHER REQUIREMENTS
  • Technical understanding of multidisciplinary engineering practices, including Process, Pipeline and Piping, Instrument, Technical Safety, civil & structural, mechanical, and electrical engineering
  • Understanding of client & contractor sides of an engineering or EPC contract
  • Able to provide technical guidance to engineering contractor
  • Proven ability to drive design and manage design changes, and deliver fit-for-purpose engineering solutions
  • Understanding of HSE standards applicable to gas facilities
  • Able to write concise, coherent and to-the-point engineering justifications, decision-making documents, progress reports, investigation reports etc.
  • Able and willing to travel to work site or contractor’s office to assess progress and oversee project execution
  • Good understanding of costs, cost estimates, capital expenditures, capital allocation etc.
  • Proficiency in standard MS Office tools including Gantt charts
