We are seeking an experienced Senior Technical Contract Engineer to lead and manage complex contract and procurement activities within a major energy infrastructure and capital projects environment. The successful candidate will be responsible for the full contract lifecycle, from strategy development and tendering through to contract award, administration, and performance management, ensuring compliance, cost optimisation, and operational excellence.
This role requires extensive experience in contract management within the oil and gas sector, strong commercial acumen, and the ability to collaborate effectively with multidisciplinary stakeholders across large-scale projects.

Key Responsibilities Contract & Procurement Management
- Manage the end-to-end contract lifecycle, including sourcing strategy, tendering, bid evaluation, negotiations, contract award, and administration.
- Develop and implement contracting strategies aligned with project and operational requirements.
- Prepare, review, and validate contractual documentation, correspondence, and commercial agreements.
- Lead complex commercial and contractual negotiations with contractors, suppliers, and service providers.
- Support the development and maintenance of procurement plans and contracting schedules.
- Ensure timely creation and management of purchase orders and service orders within SAP.
- Develop and maintain a robust panel of local and international suppliers.
- Drive cost optimisation initiatives through market intelligence, benchmarking, target pricing, and supplier performance management.
- Manage supplier relationships and support Supplier Relationship Management (SRM) initiatives.
- Monitor contract budgets, expenditures, renewals, extensions, claims, and performance throughout the contract duration.
- Ensure compliance with internal procurement and contracting procedures, governance requirements, and applicable local regulations.
- Support contract committee preparations and governance review processes.
- Maintain auditable electronic and physical contract records.
- Ensure transparency, ethical business practices, and adherence to anti-bribery and compliance standards throughout all procurement activities.
- Monitor and enforce delegation of authority (DOA) requirements for contractual commitments.
- Work closely with technical, operational, project, legal, finance, commercial, HSE, human resources, IT, and supply chain teams.
- Facilitate regular engagement with technical stakeholders to understand upcoming requirements and align procurement strategies.
- Provide commercial and contractual guidance to project and operational teams.
- Coordinate with corporate procurement functions and key business stakeholders to ensure alignment with strategic objectives.
- Define, monitor, and report key performance indicators (KPIs) for contracting and procurement activities.
- Identify opportunities to improve procurement processes, governance, and operational efficiency.
- Promote best practices in contract management, procurement strategy, and supplier engagement.
- Demonstrate leadership in Health, Safety, Security, and Environmental (HSSE) performance.
- Ensure HSSE requirements are incorporated into contractual documentation.
- Monitor contractor compliance with contractual HSSE obligations.
- Support incident reporting, investigation processes, and implementation of corrective actions where required.
- Bachelor's Degree or equivalent qualification (Engineering, Commercial, Legal, Supply Chain, or related discipline).
- Relevant professional procurement and contract management qualifications are advantageous.
- Minimum 12 years' experience within the oil and gas, energy, or major infrastructure sectors.
- At least 9 years' experience in contract management, procurement, or commercial functions.
- Proven experience managing high-value, complex contracts and procurement activities.
- Experience supporting large-scale capital projects and operational environments.
- International project exposure is highly desirable.
