JOB TITLE: Shore base Manager

SCOPE OF THE POSITION

  • Responsible for all Shore base base activities.
  • Coordinate and control the movement of all Cargo & Utilities in the Supply base, rental and owned, needed for operations execution
  • Responsible for Supply base crew, HSE Shore base supervisor, Inventory & Warehouse Coordinator and Security Coordinator.
  • Ensure compliance with established procedures, legislation and health and safety guidelines for the supply base operation.
  DUTIES AND RESPSONSIBILITIES 
  • Implements in the project client norms and procedures as well as develop Standard Operating Procedures and Work Instructions that applies to the Supply Base operations.
  • Supervises the Shore base Contractor who provides yard space, shore base personnel, mobile equipment, customs clearance services, port operations, stevedores, trucking, provision of fuel and supplies.
  • Manages the day-to-day logistics activities including resource optimization at the same time as implementing the highest HSE practices.
  • Liaises on daily basis with the Offshore Logistics Supervisor and vendors to arrange the deliveries of equipment required offshore on a timely manner.
  • Attend daily calls with Operations, D&C team, Rig and Main Suppliers involved in the project/Asset. Coordinate with suppliers to deliver equipment as required on a timely manner.
  • Coordinate with agent to arrange berth, fuel & water bunkering for supply vessels.
  • Whenever the logistics supply base is not set up for the project, participates in the setting up of the base and assist during the operations, including choosing a suitable area; prepare the layouts of the pipe yard, laydown area, dangerous goods, chemicals, etc in accordance with international and client HSE standards.

Warehouse & Inventory Management
  • Ensures that all inventory at the shore base is updated in Logistics Software
  • Carries out the final Inventory Reconciliation with the Project/Asset team to fix any discrepancy.

Transport execution
  • Prepares cargo Load list and shipping manifests in coordination with MODU team to guarantee timely deliver of equipment and materials.
  • Supervises base personnel to ensure the required equipment are properly containerized, bundled and loaded onboard the vessel with the proper certifications.
  • Prepares, together with the Logistics Team Leader the demobilization plan to ensure best alternatives to reduce rental costs.
  • Demobilizes all the resources from the Supply base when the cargo is no longer needed in coordination with the Contract Holder

KPI & Analytics
  • Maintain and improve Key Performance Indicators for the logistics services.
  • Track a set of KPIs in order to capture deviations in Supply base activities and prepare the action plans to go back on track.
  • Looking for optimization opportunities in Supply base activities.
  • Verify all costs related to Supply base services (berths, Agency, cranes, fuel, water, etc.) and sign any field tickets generated in the supply base.
  • Ensure maximum utilization of Mobile Equipment & Personnel to avoid any unnecessary cost.
  • Track a set of KPIs in order to capture deviations in Supply base activities and prepare the action plans to go back on track.
  • Looking for optimization opportunities in Supply base activities.
  • Ensure logistics operations are conducted cost effectively and in accordance with international and client HSE standards.

Supplier Monitoring
  • Ensure compliance with established procedures, legislation and health and safety guidelines for the shore base.
  • Interview and choose suitable yard employees, check certificate and competency level of crane operators, forklift and truck drivers.
  • Assess mobile equipment performance, certificates and condition.
  • Pay special attention to the movement of radioactive sources, explosives or hazardous chemicals. Ensure all necessary paperwork has been completed.
  • Participate in regular audits carried out on mobile equipment & drivers utilized in the operation (cranes, forklift, trucks, crane drivers, etc to ensure certification validity and maintenance programs are carried out).
  EDUCATION / QUALIFICATIONS 
  • Experience in Logistics for Well Abandonment Campaigns.
  • Experience working with multi vessel projects including AHTS and PSVs.
  • Experience working in Spanish Ports
Desired
  • Degree in petroleum-related study, Naval or other types of Engineering, Business Administration, Supply Chain or related disciplines

  EXPERIENCE & KNOWLEDGE
  • Previous experience in Oil & Gas logistics planning (min 5 years);
  • Management experience in Maritime Terminals in Spain.
  • Experience with Offshore MODU’s or platforms.
  • Understanding of International commerce procedures
  • Excellent written and oral command of the English & Spanish language.
  • Experience with hazardous Waste Management
  • Experience working with Logistics Software (Kabal or similar)
  • Knowledge of Dangerous Goods

LOCATION
  • Willing to change locations as follows:
8 Months in Tarragona, 3 to 4 Months in Huelva and 1 to 2 months in Bilbao.
