Sr. QA/QC Engineer

Primary Duties and Responsibilities
- Lead and manage a multi‑disciplinary QA/QC team (QC Engineers and Inspectors) and ensure Inspection and Test Plans (ITPs) and procedures are implemented and adhered to throughout the project lifecycle.
- Guide departmental staff and project teams on compliance with the latest ISO 9001 standards, QMS documentation, and certification requirements.
- Ensure compliance with applicable industry standards (e.g., IEC 62446, UL 3703, NFPA 70, etc.) in addition to contractual requirements.
- Act as the project focal point for internal, contractor, corporate, and external QMS audits.
- Coordinate with Client project teams and contractors for audit planning, execution, and participation during contract execution.
- Promote a culture of continual quality improvement and conduct quality training sessions for site personnel and subcontractors.
- Support incident investigations and root cause analysis related to quality failures impacting safety or project performance.
- Prepare and maintain Departmental and Project QMS documentation in accordance with Client requirements and ensure effective implementation of QMS compliance across contracts.
- Develop Project Quality Plans (PQP) and Quality Key Performance Indicators (KPIs), ensuring contractor PQPs and KPIs align with Client standards.
- Ensure QMS compliance is implemented across all project phases and submit required monthly and quarterly quality reports.
- Participate in the pre‑qualification, evaluation, and monitoring of contractors, subcontractors, and vendors to ensure compliance with ISO 9001 and Client quality standards.
- Participate in technical bid evaluations, ensuring Client quality requirements are fully addressed and understood by bidders.
- Review Scope of Services (SOS) and Scope of Work (SOW) to ensure Client quality, technical, QA/QC, engineering, and construction requirements are properly incorporated.
- Review and approve contractors’ and vendors’ QA/QC documentation and deliverables for engineering, procurement, and construction phases, including welding and testing procedures.
- Review and respond to technical queries and deviations, particularly related to welding and non‑destructive testing (NDT).
- Review contractor and supplier engineering and construction deliverables with special emphasis on QA/QC and coordinate with relevant discipline specialists on materials, corrosion, and special processes to ensure compliance with contract requirements.
- Ensure effective implementation of deviation, non‑conformance, corrective, and preventive action systems, including verification of proper closure of NCRs and CARs.
- Conduct quality surveillance of construction activities through site visits, participation in weekly and monthly coordination meetings, and monitoring the performance of site QA/QC inspectors.
- Bachelor’s Degree in Engineering (preferably Electrical, Instrumentation, Controls Engineering, or a related discipline) or a higher engineering qualification from internationally recognized universities.
- IRCA‑certified QMS Lead Auditor certification or equivalent.
- ASNT Level II certification in RT / MT / PT / UT is an added advantage.
- Professional certification or affiliation with internationally recognized quality organizations such as CQI, ASQ, or equivalent is desirable.
Experience
- Minimum 15 years of relevant experience, including at least 5 years in a lead role, in the Oil & Gas industry with an internationally recognized EPIC contractor or end‑user/owner organization.
- Proven experience in large‑scale solar (Photovoltaic) construction projects or projects of a similar nature.
- Strong background in Quality Management Systems (QMS) for large, complex projects.
- Brownfield project experience is considered an advantage.
- Hands‑on experience in major EPIC projects, covering all project phases (Engineering, Procurement, and Construction) from execution level to independently managing or heading the QA/QC function.
- Practical knowledge of manufacturing, inspection, and certification processes for project equipment and materials, including applicable QA/QC practices.
- Experience working from corporate offices, with responsibility for coordinating and managing multiple projects simultaneously, is desirable.
- Strong working knowledge of Shell DEPs and international codes and standards relevant to the role, including IEC, NEC, ASME, ASTM, NACE, AWS, API, BS, ISO, and applicable local regulations.
