Lead Static Equipment Engineer Location: China (Detailed Engineering Phase) followed by Azerbaijan (Project Execution Phase)
About the Role We are seeking an experienced Lead Static Equipment Engineer to join a major international oil & gas development project. This position will be responsible for leading the Static Equipment discipline across engineering, procurement, fabrication, construction, commissioning, and start-up phases of a large-scale gas processing facility.
The successful candidate will provide technical leadership, manage engineering contractors and vendors, ensure compliance with industry standards, and drive the delivery of safe, reliable, and cost-effective engineering solutions.

Key Responsibilities Technical Leadership
- Lead all Static Equipment engineering activities for a major process facility project.
- Ensure designs are technically robust, compliant with applicable standards, and fit for procurement, fabrication, installation, commissioning, and long-term operation.
- Review and challenge contractor engineering deliverables to achieve optimized and practical design solutions.
- Oversee equipment design, layouts, mechanical calculations, integrity assessments, and constructability reviews.
- Support the development and implementation of technical solutions that meet project objectives for safety, performance, schedule, and cost.
- Coordinate all Static Equipment activities with engineering contractors and multidisciplinary project teams.
- Ensure engineering deliverables are completed in accordance with project schedules, quality requirements, and HSE expectations.
- Manage technical queries, deviations, concessions, and design modifications throughout project execution.
- Participate in design reviews, constructability studies, HAZID, HAZOP, and other project assurance activities.
- Monitor engineering progress and support project reporting requirements.
- Support procurement activities including technical bid evaluations, vendor document reviews, and manufacturing inspections.
- Provide technical support during fabrication, construction, installation, mechanical completion, and commissioning phases.
- Review non-conformities, technical clarifications, red-line markups, and as-built documentation.
- Ensure effective resolution of site engineering issues and support punch-list closure activities.
- Identify and manage technical risks, potential scope changes, and engineering challenges within the Static Equipment discipline.
- Conduct technical impact assessments and provide recommendations to support project decision-making.
- Work closely with other engineering disciplines to ensure effective management of interfaces and integration requirements.
- Promote lessons learned and continuous improvement throughout project execution.
- Champion a strong safety culture and maintain compliance with all HSE requirements.
- Ensure engineering activities are delivered in accordance with industry codes, project standards, and quality management processes.
- Support delivery of solutions that prioritize operational reliability, maintainability, and long-term asset integrity.
- Bachelor's Degree in Mechanical Engineering or a related discipline.
- Significant experience in Static Equipment Engineering within the Oil & Gas, LNG, Petrochemical, Refining, or Energy sectors.
- Proven experience working on large EPC/EPCI/EPSCC projects.
- Strong understanding of pressure vessels, heat exchangers, separators, storage tanks, columns, and associated static equipment.
- Familiarity with international design codes and standards, including ASME, API, and related specifications.
- Experience managing engineering contractors, vendors, and multidisciplinary interfaces.
- Knowledge of procurement, fabrication, construction, commissioning, and start-up activities.
- Strong analytical, problem-solving, and decision-making capabilities.
- Strong leadership and stakeholder management skills.
