Subcontract Engineer [working for Project Owner]

1. Identify, evaluate, and prequalify potential contractors to ensure compliance with technical, safety, and project standards while maintaining price competitiveness.
2. Coordinate and expedite the sourcing process to align with project schedules.
3. Negotiate terms, prices, and contracts with contractors to secure the best deals while maintaining strong relationships.
4. Perform bid evaluations, facilitate negotiations, and provide recommendations for contract awards.
5. Prepare procurement plans, Terms of Reference (TOR), tender documents, Letters of Award (LOA) and Agreements based on project requirements.
6. Administer and manage the assigned packages including pre-award, post-award until contract closeout activities.
7. Oversee contract execution to ensure adherence to agreed terms, including quality standards, technical submittals, and delivery timelines.
8. Review contractor progress, deliverables, technical submittals for accuracy and compliance.
9. Prepare and estimate quantity requirements for construction project by reviewing and analyzing the project’s drawing and break down each work and structure to calculate material quantity (also specification if needed) by using MS Excel and other programs.
10. Check and verify progress payment/invoices for payment process.
11. Monitor contract execution to ensure compliance with agreed terms, including quality and delivery timelines.
12. Evaluate and reconcile contractor claims, variation orders, and payment requests to validate their accuracy and validity.
13. Collaborate with project managers, engineers, and other stakeholders to align procurement activities with overall project timelines.
14. Provide regular updates on contractor progress, issues, and risks, ensuring transparency and proactive management of challenges.
