We seek a highly experienced Waste Management Coordinator to provide technical and contractual oversight of waste management operations at a major LNG onshore facility in Mozambique. This role ensures that incineration, composting, and waste collection activities are executed in accordance with contract, environmental permits, and company standards. The successful candidate will possess independent technical authority to assess contractor performance and maintain company capability to diagnose faults and verify integrity.
Contractor Management & Control Exercise
Day-to-day technical and operational control over incineration, composting and waste collection contractors on behalf of the company. Verify contractor compliance with contract requirements including scope, procedures, manning levels, personnel certifications, plant availability, response times and reporting. Monitor KPIs and service performance. Identify deviations, raise non-conformances formally, direct corrective actions and verify closure.
Incineration Operations - Technical Authority
Provide independent technical oversight of incineration operations and maintenance. Possess extensive competence to independently assess combustion systems, refractory linings, burners, fuel trains, draft fans, instrumentation and pollution control equipment. During breakdowns, review contractor findings, verify root causes and corrective actions. Witness critical inspections and verify equipment condition against standards. Assess technical integrity of diagnoses and reject unsupported conclusions. Verify ash handling and compliant disposal. Review and approve maintenance programs and audit job cards against physical verification.
Composting Operations
Provide technical supervision of composting operations including feedstock ratios, moisture and temperature profiles, aeration regimes, pathogen reduction, curing periods, and end-product quality. Verify finished product use and disposal in accordance with permits and approved end uses.
Waste Segregation, Traceability & Compliance
Coordinate handling of all site waste streams (organic, mixed, metal, construction and hazardous) from segregation through treatment to final disposal. Verify correct waste classification and approved procedures. Ensure traceability and documentation through manifests, weighing records and certificates. Maintain oversight of hazardous waste inventory and storage compliance. Ensure emissions monitoring is executed at required frequency and within permit limits.
Team Leadership & Field Supervision
Lead and supervise two Waste Management Officers covering two zones of responsibility. Allocate and adjust responsibilities, plan daily and weekly activities, inspections and monitoring. Provide technical coaching, ensure accurate data collection and reporting. Consolidate reports and address issues raised. Act as deputy to Facilities Manager during rotation or absence.
Monitoring, Reporting & Audit Support
Produce and validate daily waste and capacity reports. Consolidate data for weekly and monthly environmental and non-compliance reporting. Support internal and external audits by authorities and certification bodies, providing evidence on incineration, composting and waste traceability.
HSE & Emergency Response
Enforce permit to work, lockout and tagout, hot work, confined space and working at height controls. Lead toolbox talks, task risk assessments and incident investigations. Participate in emergency response and drills for fire, spill and chemical release.

Professional Experience:
- Minimum 12-15 years in waste management facility operations, predominantly industrial or hazardous waste treatment
- Extensive incineration maintenance and process background - must have personally operated, maintained and repaired industrial incineration plant and be able to diagnose combustion, refractory, burner and control faults independently
- Demonstrated experience assessing third-party technical integrity and holding contractors accountable on technical evidence
- Experience managing organic, mixed, metal, construction and hazardous waste streams with full traceability and manifesting
