Job Summary
The CFD Dispatcher serves as the primary communication hub for the Refinery, managing routine operations and emergency responses. This role requires effective communication, critical thinking, and the ability to remain calm under pressure in a fast-paced environment.


Key Responsibilities
• - Serve as the primary communication hub for the Refinery, managing both routine operations and emergency responses.


• - Maintain 24/7 dispatch coverage
• - Communicate effectively with refinery personnel, external agencies, and the public during emergencies.
• - Operate and maintain critical systems including Motorola MCC 7500 Elite radio console, OnGuard access control, Chameleon CCTV system, Refinery and Community Warning Systems (RWS/CWS), and alarm panels.


• - Conduct daily and weekly testing of emergency systems (e.g., Hydro Evac, PMAO, All Call).
• - Monitor and log incidents using FireRMS and hard copy run sheets.
• - Coordinate emergency services and contract security activities within the refinery.
• - Ensure compliance with MARSEC directives and CLIENT security protocols.
• - Handle incoming calls on multiple emergency and non-emergency lines with professionalism.
• - Maintain accurate logs for wildlife, air monitoring, oil spills, and alarm events.
• - Follow proper shift turnover procedures and ensure continuity of information.
• - Input IT and system trouble tickets and coordinate with relevant departments.
• - Communicate with BAAQMD and other agencies for training and environmental notifications.
• - Respond to and document alarms, including fire, evacuation, and security incidents.
• - Follow established communication protocols for radio and phone use.
• - Interact appropriately with media and follow bomb threat and suspicious package protocols.
• - Adapt to increased MARSEC threat levels and implement corresponding security measures.
• - Maintain familiarity with emergency evacuation procedures and shelter-in-place protocols.
• - Uphold professionalism, customer service, and a calm demeanor under pressure.


Qualifications
• - High school diploma or equivalent; additional training or certifications in emergency communications preferred.
• - Ability to obtain a Transportation Worker Identification Credential (TWIC).
• - Strong verbal and written communication skills.
• - Proficiency in using dispatch systems and software.
• - Ability to work under pressure and handle emergency situations calmly and efficiently.
• - Familiarity with Refinery operations and emergency protocols is a plus.


Work Schedule
The Dispatcher will work four 12-hour shifts: Monday through Thursday (0500-1700)
